About the role
We're looking for a Head of Estimating to join us at HMNB Devonport, one of the largest naval bases in Western Europe. We're a key strategic partner to our customers; the MOD and the Royal Navy. We ensure that the UK Royal Navy goes to sea safely by supporting them in Devonport and around the world, delivering complex ship and submarine sustainment programmes and applying our core strengths of technology and expertise to sustain critical and complex assets to help maintain national security.
As part of our world-class project controls function, we are looking for a Head of Estimator to join our Submarines Business Unit, as a key member of our established, but developing estimating team. In return, you will be part of an exciting transformation across our project management and project controls function, driving world class project delivery performance. We require an experienced estimating professional and leader to drive forward transformation of our estimating approach whilst also delivering operational estimating capability to some of the most complex engineering project in the UK.
The role will lead the estimating function through this change ensuring they are developed and confident to undertake.
The Head of Estimating will develop and lead a team of estimators to deliver estimating outputs for major projects. This will include establishing clear roles, responsibilities and accountabilities for each member of the team. Reviewing individual progress against accountabilities and establishing individual development plans and making sure these are carried out in a timely manner so the team is fully resourced with competent and experienced people.
The estimating/cost engineering manager will effectively and efficiently manage the work of the function, in compliance with internal and external mandatory requirements and therefore meet the expectations of all key stakeholders. Aligning and planning the work in accordance with the approved project programme and reporting on progress as required. At all times they will ensure that all principal accountabilities for the team are implemented in accordance with best industry best practice and internal procedures.
Reporting to the Head of Business Support (Subs), the successful candidate shall be responsible for evaluating, recommending and implementing industry best practice cost engineering systems, processes and procedures for the delivery of integrated cost and schedule estimates. The role shall include the direct line management of teams responsible for building, documenting and maintaining accurate and defendable cost estimates across a portfolio of contracts.

What do I need to do the role?
  • Mechanical / Electrical systems estimating bias would be beneficial.
  • Extensive experience in the field of cost estimating, cost engineering and/or quantity surveying in a relevant industry sector
  • Minimum of 5 years supervisory/managerial experience in cost estimating or project controls environment
  • Experience in justifying complex project estimates of £50-£500M value to internal assurance, clients and government bodies.
  • A strong understanding of interpreting written engineering specifications and technical drawings; Must have a robust understanding of planning, earned value, progress measurement, cost and change control during pre and post contract
  • Ideally a member of the Association of Cost Engineers (ACostE) or Royal Institution of Chartered Surveyors (RICS)

What else do I need to know?
  • The successful candidate will need to satisfy Ministry of Defence security requirements. This may require you to hold or be eligible/capable of achieving 'Security Check' (SC) clearance.
