Program Manager

Our client is looking for a Program Manager to join their team on a contract basis. This role will be home based but will require travel to their office in Bootle once current restrictions are lifted.

This role will sit inside IR35 and will run from mid-December to the end of March 2021.

As the Programme Manager you are responsible for leading a defined set of interdependent projects and the associated business change activities. You have primary responsibility for successful delivery of the required outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks and issues and ensuring the business readiness for change.

Responsibilities
*Business case - Develop and clearance of the business case with project leads and SMEs Communications & Stakeholder Management - Identify and manage stakeholder relationships and highlight need for senior level support. Manage internal and external relationships as appropriate. Guidance - Provide direction and guidance on development to team and more broadly across departmental profession.
*Resource Management - Secures resources and directs planning scheduling, resourcing and estimating for complex and large scale programmes.
*Risks & Issues - Oversee risk and issue management. Ensures mitigations are in place and resolved through negotiated agreement.
*Benefits realisation - Ensure realisation of benefits for customers through planning and designing and that project outputs meet programme requirements.
*Programme Performance & Controls - Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
*Leadership vision & objectives - Cascade vision and translate into delivery objectives for the team. Lead the programme to deliver the business case benefits and outcomes.
*Dependency Management - Work with project leads and business as usual to ensure dependencies are actively managed, act as an arbiter and enforcer and resolve issues between the various elements of the programme.


Experience
*Demonstrable experience of hands-on managing and delivering complex agile government digital programmes from inception through to successful delivery and handover into BAU (i.e. end-to-end), multiple projects at once, on-time and on-budget
*Demonstrable experience of implementing agile digital releases as part of complex operating model delivery
*Demonstrable experience of matrix managing large, diverse teams
*Demonstrable experience of managing large programme budgets/ finances (ideally over £100m)
*Have experience of managing projects programmes using Project Online, Microsoft Project or similar tool
*Experience in implementing business change including GDS compliant digital solutions
*Have experience in applying current frameworks and methodologies for delivering large/complex change
*Significant experience in dealing with and managing diverse and complex stakeholder groups
*Experience of using one or more agile delivery methodologies would be an advantage
*Qualified MSP Practitioner would be an advantage
*Experience of working to GDS and TCOP standards would be an advantage
*Excellent planning, co-ordination and organisational skills with the ability to meet challenging deadlines
