The Force has set an ambitious transformation and change agenda to achieve its Target Operating Model (TOM) and vision. This agenda will help the Force meet current and future challenges to policing in Greater Manchester at a time of unprecedented change and extends over 4 main programmes.

Working within the Change and Transformation Branch, there is a vacancy for the post of Portfolio Assurance Manager. This is an exciting opportunity for a suitably experienced and qualified staff member to influence, drive and support all aspects of the Force change portfolio. You will lead and manage the portfolio assurance/programme management office and all the staff within it to provide quality outputs that enable programmes and the portfolio to achieve their outcomes; and to ensure that all staff within the team develop their expertise to a best in class standard.

The successful candidate will provide a day-to-day programme management office/portfolio assurance service to the Force ensuring that processes and standards are in place to support strategic change programmes and associated projects.

Working directly to the Portfolio Director, you will ensure all projects are using high quality programme management practice and in line with GMP's Single Change Methodology. You will provide strong leadership, direction and management of the Portfolio Assurance Office. You will be flexible and innovative in overcoming challenges as well as supporting others to achieve the same. You will represent the Change and Transformation Branch and the Force with external stakeholders.

Candidates must have/be able to demonstrate:
• Substantial length of experience in a similar role
• Relevant Supervisory Management qualification
• Relevant Programme and Project Management qualifications
• Experience of managing a large scale portfolio of change programmes.
• Experience of establishing and implementing programme and project management standards in a large organisation
• Substantial experience in portfolio governance and quality management processes
• Substantial experience of providing portfolio level assurance to enable senior leaders to take sound and well informed value for money investment decisions
• Be able to point to clear improvements in strengthening PMO and assurance functions in the recent past and able to evidence demonstrable and tangible benefits from your previous roles.
• A track record of managing and motivating diverse and multi-disciplinary teams

The position will be based at the Force Headquarters but the successful candidate must be willing to work flexibly at different locations across the force, and have a willingness to work occasionally beyond normal hours of work.
