Sitec a Belcan Company have a requirement for a Principal Engineer_ external Works (Civil) for a role in Devonport, Plymouth. This is a contract role with an estimated duration of 6+ months.

Our Client will design and build major new facilities over the next 5 years to support the Ministry of Defence. Number 10 Dock is a major infrastructure upgrade and modernisation programme within Devonport Royal Dockyard. The infrastructure programme is currently finalising the concept design and is looking for resources to support the scheme and detailed design phase.

They are also commencing on-site physical enabling works to support the long-term construction.

The purpose of the 10 Dock Principal Engineer (External Works (Civil)) post is:
Responsible for delivery of the following scope items of external works elements (refer to CDMS 000153921 Assessment Phase Scope for further details of External Works scope includes:-

  • Facility Boundary (security fence).
  • Facility Entry & Exit points.
  • Facility Roadways.
  • Pavements/Walkways.
  • Facility Lay-apart / Laydown areas.
  • Waste Management Area
  • Pedestrian Barriers.
  • Submarine Dock Access/Egress (SPOA).
  • Vehicle Impact barriers.
  • Demountable Flood Barriers.
  • Dockside Ancillaries
  • Drainage - Foul Water
  • Drainage - Surface Water.
  • Ducts (for cables, small pipes).
  • Trenches (cables, large pipes).
  • Subway vertical access points (covers).
  • Lighting, TV and comms column bases.


The 10 Dock Principal Engineer Civil External Works post operates as part of the Major Infrastructure Projects (MIP) Business Unit.

Principal Tasks

Develop the scope and System Requirements to define the separate sub-systems required.
Develop SoWs for DH input to design and deliverables.
Review interfaces with other 10 Dock systems and adjacent Dockyard systems to ensure scope boundary is agreed using the Interface systems.
Communicate and liaise with the other Design Leads, other Design Houses, UAG/XUAG, Technical Authority and other stakeholders.
Agree and articulate how the external works design packages will deliver the capability functions. Capture of the design concepts within an overall Facility layout by interfacing with the discipline leads and Users.
Co-ordinate the operational aspects of the system designs into an overall facility operational concept to demonstrate functional capability.


Qualifications and Experience Requirements
Academic:

A degree in an appropriate engineering discipline e.g. Civil Engineering or equivalent.
Chartered Engineer, registered with Engineering Council, or working towards.
Nuclear:
* NUC0793 Nuclear Plant Foundation Course Module 1.
* NUC0794 Nuclear Fundamentals (Foundation) Course Module 2.
* NUC0911 Introduction to Safety Engineering (ITSE).

Local:

Preferable,

Submarine maintenance production engineering experience in a Dockyard environment.

Essential,

  • Knowledge of process optimisation and human interface management; (Essential)
    * Experience of developing Concept of Operations (CONOPs) / procedure management information.

Experience, The post holder must:

  • Have civil engineering knowledge relevant to design of roads and drainage infrastructure, and general external works knowledge as per scope items in Section 1.0 of these ToRRs.
    * Be able to demonstrate relevant knowledge and skills required in the technical management of complex design development throughout the design lifecycle.
    * Provide expert advice to the sub-contracted design houses to enable them to develop an integrated design;
    * Have a sound understanding of construction design and safety practice as relevant to discipline, post and project requirements.
    * Have a sound project specification, planning, project management and budgeting experience;

Candidates must have a background that will enable UK security Clearance to SC Level to be obtained.
