About the Role:

An opportunity has arisen for Head of Profession within West Midlands Police Intelligence Department.

Working for the Director of Intelligence, you will be based in WMP Headquarters (Lloyd House, Birmingham) and join a team of Intelligence professionals responsible for directing the delivery of intelligence services across West Midlands Police.

Working with internal and external stakeholders, you will act as a professional advocate who provides advice, direction, and expertise across the Force on all intelligence related matters in order to contribute to the achievement of policing objectives.

By acting with precision you will cultivate innovative tactics for acquiring, developing and evidencing intelligence in order to improve joint strategies and maximising resources across law enforcement agencies.

As Head of Profession you will lead on the development of training and continuous professional development across all Intelligence functions ensuring compliance with national occupational standards and embedding new and innovative ways of applying analytical techniques and practices.

You are responsible for providing considered advice and guidance to senior leaders across the Force on the full range of strategic issues and national/Policing sector developments including the interpretation of policy, legislation, regulation and national codes of practice.

Duties and Responsibilities

  • Act as a professional advocate who provides advice, direction, and expertise across the force on all intelligence related matters in order to contribute to the achievement of policing objectives.
  • Direct, shape, develop and co-ordinate the provision of the organisation’s Intelligence function, in order to provide a clear and consistent set of products that inform decision-making at a strategic, tactical and operational level. 
  • Develop and co-ordinate strategies for intelligence, designing and shaping processes, contributing to the strategic direction of the organisation and ensuring that the Intelligence function is operating in line with objectives.
  • Lead and inspire people to improve performance, providing direction and advising on professional development, in order to ensure that a professional and efficient service is provided at all times.
  • Develop and implement frameworks, policy, and systems, including for the exchange of sensitive data and analytical products, so that information is managed in accordance with all relevant legislation and policy.
  • Work in partnership with other agencies, forces, and other relevant regional or national organisations to deliver effective collaboration arrangements that will improve WMP’s efficiency and capacity to protect the public.
  • Work closely with colleagues in Investigation, in order to develop strong practices in relation to turning intelligence into evidence. 
  • Ensure the Intelligence training needs are met through the leadership of a cross agency Intelligence Academy to build capacity and capability across intelligence.
  • Develop innovative tactics for acquiring, developing and evidencing intelligence, which includes liaising with partner agencies and other police forces in order to develop joint strategies and maximising resources across law enforcement agencies.
  • To work with the Data Driven Insight Lab, in conjunction with the Principal Data Scientist and the Value and Business Architect to manage and coordinate projects and requests for projects including the delineation of questions and the use of outputs within departments / operations to help deliver the overall strategy of WMP
  • To act as a lead for, and provide an input to, the continuing and day to day performance of the insight search tool.
  • Research market trends and best practices, collaborate/connect with external partners (e.g. other forces and academia) and attend industry conferences to seek innovation and latest thought capital.
  • Chair strategic meetings, conferences and working groups and facilitate discussions (adhering to current disclosure guidelines). 
  • Stay up-to-date and/or actively contribute to general intelligence advancements e.g. APP updates, POLKA IPP Community, wider Intelligence Community.

Knowledge, Skills and Experience

Essential:

  • A minimum of Bachelor's Degree required in a field in a research based subject that enables critical thinking.
  • Significant experience in management of leading diverse teams.
  • Highly developed knowledge of research, analysis and evaluation.
  • Experience of analysis and planning.
  • Ability to test facts and assumptions, and gain a full understanding of the situation. Identify the key issues clearly, and the inter-relationship between different factors.
  • Familiarity with the application of predictive analytics, cognitive computing and forecasting to real world problems
  • Ability to work independently, handle multiple competing and complex work streams with the flexibility to meet challenging deadlines
  • Demonstrate the ability to influence through negotiation
  • Evidence previous experience of leading and managing a team
  • Excellent interpersonal skills with the ability to structure communications of complex issues to non-technical audiences
  • Excellent report writing and presentation skills
  • Ability and experience to provide a technical consultative role
  • Evidence of lateral thinking and problem solving

Desirable:

  • Experience with Big Data technologies such as Hadoop, Cloudera, Hortonworks,  NoSQL, Cassandra, etc
  • Experience with visualisation analytics technologies like Tableau, Qlikview
  • Some familiarity with statistical analyses, machine learning and the potential ethical issues that arise from them.
  • Experience in Social Research methods
  • Substantial consulting experience with evidence of significant client impact and value creation
  • Demonstrates a real belief in public service, focusing on what matters to the public and will best serve their interests.

 Additional Information

  • Working Monday to Friday covering core working hours however, there will be occasions where weekend working, bank or religious holidays will be required.
  • Attendance at evening and other out-of-hour meetings as required.
  • You will also be ‘on call’ on a rotational basis throughout the year.
  • This is an agile role, requiring you to travel to other locations within the Force area and outside however, you will be mainly based at WMP HR, Lloyd House in Birmingham
  • The successful applicant will need to undertake Management vetting prior to employment.
