THE OPPORTUNITY

Do you have previous Dynamic Spectrum Management support experience?  Are you looking to play a meaningful role in a creative environment?  If so, we are searching for someone like you to join our team of experts supporting NATO!

The role is conducted offsite with various meetings to take place in Brussels or The Hague.  Contract due to start in Jan 20.

THE ROLE

Your daily role responsibilities with our company will be as follows:

  • Assessment of the existing framework for spectrum management in the military communities at both national and NATO levels.
  • Assessment of the existing spectrum management techniques and tools used in NATO and at national levels.
  • Assessment of the state of the art in dynamic spectrum management techniques in general and in the military environment in particular.
  • Definition of metrics and figures of merit to assess the performance and efficiency of spectrum management activities (so that a certain framework and methods can be measured against specific references).
  • Development of concepts including methods, tools, geographical and equipment databases, etc. that could be used by the military spectrum management communities to achieve more dynamic and more effective spectrum management that improves spectrum re-use and caters for high tempo military operations.
  • Conduct Strengths, Weaknesses, Opportunities and Threats (SWOT) analyses to the above proposals, including impact assessments on current policies, methodologies, and costs (including investment, operation and maintenance, and manpower).
  • Develop a list of recommendations for improved spectrum management in NATO, including an associated roadmap and recommendations for further work.
  • Organisation and support to 6 meetings/workshops for the presentation and discussion of results and findings at NHQ in Brussels.

REQUIRED QUALIFICATIONS

If you have passion for the work described above, here are the basic qualifications we are looking for:

  • Expert knowledge in radio frequency (RF) propagation, radio systems planning and engineering, covering the radio spectrum between HF and EHF frequency bands.
  • Knowledge of RF spectrum management concepts, techniques, tools and policies.
  • Experience in authoring studies and analyses addressing electromagnetic compatibility (e.g., compatibility/sharing/interference studies).
  • Analytical skills to assess and describe complex problems with multiple variables and develop concepts and solutions.
  • Interpersonal skills to develop and structure concepts in the area of dynamic spectrum management, and to communicate them to both expert and non-expert audiences.
  • Writing skills to produce high-quality reports and work you're doing, including presentation of results at meetings.
  • In possession of NATO Secret or National equivalent security clearance.

DESIRED SKILLS

  • Significant experience in spectrum management activities in both civil and military environments, management tools, mechanisms and activities.
  • Knowledge of Spectrum XXI spectrum management tool.
  • Knowledge and experience in Spectrum Policy in international forums (e.g., NATO, ITU, CEPT, etc.).
