PMO Consultant - MOD DBS

MOD - Gosport - In-scope £500-£600 / day (UMBRELLA) - 6-month contract - Security: BPSS

As a PMO Consultant, you will be responsible for developing and establishing the Authority's new PMO function within the DBS Mil Pers and Vets Organisation, working closely with the PMO Manager, Head of Development & Change and Transformation Programme Manager, and also in conjunction with the Contractor.

Primary Responsibilities:

  • Plan, Design and Implement the required people, process and technology changes to establish effective PMO Services within the Authority organisation; areas within scope will include:
  • Assisting the project management function with risk and issue management
  • Embedding the day to day use of RAID tools and processes
  • Ensure cross-programme dependencies are managed and the dependency log is accurately maintained
  • Support Project planning, Deliverable tracking, Milestone management, Scope management, Resource forecasting; Financial Management; Change Management across the project portfolio
  • Support budget management monitoring expenditure, costs and provide reporting information
  • Support Benefits Management activities
  • Facilitate PMO meetings and act as first point of contact to manage PM queries
  • Create reports/governance packs to present to programme/project managers, stakeholders and senior management teams
  • Take ownership of relevant contractual requirements and in conjunction with the Performance Management team ensure that the Contractor is adhering to those requirements and performance indicators
  • Facilitate project change control processes and deliver the Change Gate process

Minimum Requirement:

  • Previous MOD experience
  • Demonstrable knowledge and experience of finance, project, programme and chance management
  • Previous experience working with outsourced activities (experience working with third parties and contractors)
  • Excellent written/oral communication skills
  • Excellent problem-solving capabilities
  • Able to assess constraints and requirements and develop effective solutions
  • Able to develop and manage a robust delivery plan for the required people, process and technology changes, whilst also undertaken critical SME responsibilities
  • Excellent understanding of the IT Service Management Lifecycle (ITIL)
  • Well versed in Waterfall and Agile development environments, and be abreast with current changes in technology and project delivery trends
  • An experienced practitioner and consultant with demonstrable experience of establishing and operating PMO Services within enterprise scale environments
  • Strong project management background and extensive experience of the entire project development life cycle
  • Experience of acting in a consulting capacity
