The UK Financial Intelligence Unit (UKIFU) sits at the heart of the international response to money laundering and terrorist finance. It has responsibility for receiving, analysing and disseminating Suspicious Activity Reports (SARs), from the private sector, taking action on these reports and disseminating to partners. It provides the intelligence “engine room” for law enforcement action against money laundering and terrorist financing.

The Government Economic Crime Plan sets out the UK’s ambitious Programme to transform the UK’s SARs regime and the UKFIU; including through better IT; improvements to regime processes and support to increase operational effectiveness of law enforcement; improved SARs analysis and intelligence; and training, outreach and awareness within law enforcement to boost exploitation of SAR intelligence in the prevention, detection and investigation of all crimes.

Close involvement of representatives of these diverse users will be essential to providing the best possible IT to help those agencies best use SARs to meet their different remits to protect the public across the range of threats from all crime.

Job description

Reporting directly to the NCA Manager responsible for SARs Reform and the Bank Account Portal, successful candidates will ensure that law enforcement operational and strategic priorities at the heart of this work and that changes are designed and delivered in way that makes UK law enforcement more effective.

They will:
• Lead on engagement across with the SARs law enforcement user community
• Initiate and manage liaison across UK Police and non-Police agencies.
• Represent and summarise the needs of law enforcement users on information sharing between the regulated sectors and law enforcement
• Work with a range of law enforcement practitioners and senior leaders to raise awareness of the work
• Ensure law enforcement needs are embedded in the changes
• Engage with Government and regulated sector colleagues
 

Responsibilities

• An understanding of crime and the illicit finance landscape and the ability to develop an understanding of the new IT system and relate it to operational law enforcement practice.
• Excellent presentational and interpersonal skills in order to engage credibly with external partners and to manage expectations and maintain a high level of stakeholder trust and confidence
• The ability to summarise and represent the needs of law enforcement users in relation to the IT services design, testing and training activities.
• Previous experience either in Law Enforcement or in the reporting sector is desirable

Technical skills

We'll assess you against these technical skills during the selection process:

  • An understanding of crime and the illicit finance landscape including good understanding of relevant legislation (UK and international) affecting UKFIU activity.
  • Strong written and verbal communication skills, including experience of assessing information and presenting results.
  • Experience in effective decision making with accountability for decisions made
  • Ability to engage credibly with Law Enforcement Partners
  • Previous Management experience
