Based at either our Warrington or London officers, this role is for the G2 Senior Manager who will lead and manage the NCA’s Darkweb Intelligence Collection & Exploitation (DICE) capability.

DICE comprises the Dark Web Intelligence Unit, Dark Web Targeting Unit, the Open Source Unit and National Covert Internet Targeting team.

It will involve leading a diverse team to ensure the NCA is able to deliver at pace and flexibly support the NCA’s mission to tackle serious and organised crime enabled by the clear and dark web, and that it can operate effectively at the high end of high risk and harm.

Job description

As the Senior Manager, you will develop DICE as a center for excellence on Dark Web intelligence collection and exploitation for the NCA and UK Law enforcement generally, and represent the UK as the centre for de-confliction and coordination across all threat areas.

The role will involve leading and managing the four DICE units proactively as they collect intelligence and data analysis against criminals and their on-line activity in order to counter and disrupt serious and organised crime threats hosted in the Dark Web or through the use of encrypted communication platforms and virtual currencies.

Candidates will be a senior investigator with a deep understanding of open source investigation, data exploitation, the use of virtual currencies and the exploitation of encrypted online services such as child sex abuse forums and dark web marketplaces.
 

Responsibilities

Core DICE activity includes tasked targeting collection to attribute a true identity and location to criminals responsible for serious organised crime in the Dark Web and/or identify and locate hosting for serious organised crime in the Dark Web in order to generate and support an appropriate tasked operational response.

DICE staff also conduct all-source data exploitation, analysis, delivery and dissemination of OSINT derived Intelligence relating to serious and organised crime, in support of operational, tactical and strategic objectives.

There will be significant liaison and teamwork with partners across law enforcement both in the UK and abroad.

Those involved in child sexual abuse and exploitation target the most vulnerable and innocent members of our community. The NCA works tirelessly and diligently against these individuals and you may be expected to work directly or indirectly in tackling this threat. This may involve exposure to child sexual abuse images and material and you should consider and be aware of the sensitive nature of the work before deciding to apply.

To provide support all officers working on or assisting this type of operational activity undergo a psychological assessment on taking up the role and at regular intervals once in post.

By applying you confirm that, if asked, you will be willing to work with us on operations to tackle these serious and high-risk offenders.

To be considered, you will need to be able to successfully complete a DV clearance upon entry with a requirement to achieve DV STRAP at a later date.

You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

PIP2 or an equivalent recognised qualification/accreditation in investigative crime issued by a Government body.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Good understanding of behavioral science techniques and capabilities
  • Knowledge and experience of non-attributable open source intelligence collection (formerly Level 3 OSINT)
