We are currently looking to recruit a Head of Capability Development in either our London, Bristol or Leicester sites. The Head of Capability Development sits within Technology Command. Capability Development’s new approach was created as part of a recent restructuring, which is responsible for:

- Overall coordination of the agency’s complex technical fulfilment needs, delivering capabilities for 21st century law enforcement in the field and the back office

- Development and exploitation of hi-end technology capabilities within the agency and with partner agencies
- Capability Development leads on specifying, designing, developing, delivering and supporting new technical capabilities (operational, business, back office and corporate) across the agency.

Job description

As Head of Capability Development, you will be using your skills and expertise to:

- ensure the agency is able to fulfil operational requirements that are complex in nature or non-standard or requiring highly specific levels of expertise. You will be actively engaged in leading and developing new capabilities across the agency,

- provide strategic oversight on operational and corporate technology co-operation with industry, academia and counterparts across HMG. Your externally facing activities will exploit partner provided technologies to enhance the wider law enforcement community use of emerging technical trends, which have the potential to influence law enforcement,

- lead on embedding new ways of working across the NCA in support of the delivery of technology, blending traditional project delivery techniques, with those more suited to working with cloud and commodity IT services,

- lead on science, technology research and software development activities with counterparts across HMG and will act as a Science and Technology Research and Development focus within the agency and across UKIC/LE communities.

To be considered, you will need to successfully complete an DV Enhanced clearance before commencing the role.

You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result
 

Responsibilities

To be successful in this role you will need a working knowledge of emerging technological threats, covert technologies, development methodologies, and an in-depth knowledge of relevant legislation affecting agency activity.

You will ensure that the department can lead developments at pace to deliver strategic and tactical capability solutions to operational challenges, enhancing the NCA’s technical capabilities and reputation.

You will need to clearly demonstrate your suitability for the role by evidencing the following behavioural criteria:

- Leadership
- Changing and Improving
- Making effective decisions

You will also need to clearly evidence the following technical criteria:

- Knowledge/experience of working within the covert technical collection field
- Knowledge/experience of Agile/DevOps
- Effective decision making in the context of Programme and portfolio management

The following criteria are essential for the role:

- HND (Or equivalent) in technical/scientific related discipline, or, equivalent relevant experience.
- You will also need to clearly evidence the following essential experience:
- Proven experience in managing across the technology stack

One or more of the following criteria is desirable for the role:

- Leadership/Management trained
- CPIA/RIPA trained.
- SCRUM Master/Agile PM
- Working knowledge of scripting, automation and development technologies

As a leader in the NCA you will:

- Lead effectively across multiple departments, maintaining coherence and be a role model for the joint culture of the NCA as a single organisation, as well as collaborating with external partners to integrate, co-ordinate and amplify the UK national response to SOC.

- You understand and provide strategic direction to your managers through clear communication on transforming the NCA, and SOC system ambition. Being flexible and open in thought and action, you demonstrate your will to learn in all circumstances.

- Develop the capability of your people and teams to strengthen their ability to deliver and enable them to grow in their roles and careers. You actively coach and engage people, building their resilience, and supporting them in actively managing their welfare.

- Be threat led and data-driven in decision making, leading and navigating your team members through ambiguity by making evidence- and/or values-based decisions to strategically direct operational resources. You are proactive and ambitious on efficiencies, driving out duplication and standardising and simplifying where possible. Doing so, you balance financial and people resources to deliver against changing priorities.

The NCA is a 24/7 organisation and working patterns must support business requirements.

- You may occasionally be asked to respond at short notice or outside of core hours but this it is not an essential requirement to do so.

- On occasions officers may be required to travel throughout the UK and overseas.

- NCA are able to offer these opportunities on a permanent and secondment basis.

- You could be deployed to work on any type of investigation, including, cyber investigations and financial investigations.

Licences

The following criteria are essential for the role:HND (Or equivalent) in technical/scientific related discipline, or, equivalent relevant experience.
