The successful candidate will be working in a digital delivery team responsible for transforming NCA’s digital & technology services. As a Digital Transformation Programme Manager you will be responsible for the effective delivery of the NCA’s IT Strategy, comprising complex platforms, applications and analytics services, delivered at pace to achieve strategic outcomes, whilst maintaining and leading engagement with stakeholders across the NCA.

You will manage the iterative delivery of digital transformation programmes ensuring dependencies and obstacles are overcome. You will play a key role in developing truly collaborative working relationships taking forward the Governments vision for Digital, Data and Technology to work together as part of Operational, Technology and Change communities.

The successful candidate will need to be able to lead and motivate others to achieve high performance and will need to be comfortable working with senior stakeholders.

Key Responsibilities

Based from our hub, the successful candidate will demonstrate professionalism, flexibility, leadership, commitment to delivery of outcomes and to be user centred. This will require you to:

- Build and maintain motivated teams, making sure there is an iterative plan to work towards.

The ideal candidate will have experience in the following:

- Agile and lean practices: Able to identify and compare the best processes or delivery methods to use.

Able to manage complex internal and external dependencies. Able to provide delivery confidence. Able to remove blockers or impediments that affect the plan and is able to develop a plan for difficult situations. Ensures teams plan appropriately for their own capacity.

- Team dynamics and collaboration: Able to bring people together to form a motivated team. Able to empower delivery teams. Able to help create the right environment for a team to work in. Recognises and deals with issues. Able to facilitate the best team makeup depending on the situation.

- Financial Management: Able to balance cost versus value. Able to consider the impact of user needs. Able to report on financial delivery. Able to monitor cost and budget and escalate issues.

- Lifecycle perspective: Recognises when to move from one stage of a product lifecycle to another. Ensures the team is working towards the appropriate design and service standards for the relevant phase. Able to manage the delivery products or services at different phases.

- Ensure effective change management processes are in place to agree and document changes to deliverables as agreed with stakeholders.

- Show commitment to personal development. Promote effective individual and team performance.

- Commercial Management: Able to act as the point of contact for contracted suppliers. Understands appropriate internal contacts and processes within a Government department. Understands how and when third parties should be brought into DDaT projects.

The security clearance required for this role is SC clearance. You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result.

This role is available on a Secondment basis for up to two years.

This role is based in central London, Warrington, Bristol or Birmingham.

You will be able to demonstrate the below essential experience criteria:

- Proven experience of successfully managing a complex digital programme or projects with demonstrable ability to lead and deliver financial approvals including working with commercial and finance colleagues.

- Proven experience of stakeholder engagement and working with partners to identify and address their interests.

- Proven experience in a digital transformation leadership role.

- Agile/Scrum/Lean experience preferably supported by recognised certifications.


Essential Qualifications:

- Managing Successful Programmes (MSP) certification

As a leader in the NCA you will also:

- Lead effectively across the agency as part of a joined up senior team, role modelling the agency’s ‘One NCA’ vision as well as collaborating with external partners to integrate, coordinate and amplify the UK national response to Serious and organised crime. You will lead your teams through being flexible and open in thought and action. You will communicate with transparency, involving your team members in the agency’s transformation journey.

Desirable at Entry

Industry-recognised qualification:

- ITIL foundation certification

- Jira/Confluence experience

- Membership of relevant professional bodies

- Proven experience of delivering a HMT Green Book Business Case.

Additional Information

The NCA is a 24/7 organisation and working patterns must support business requirements. You may occasionally be asked to respond at short notice or outside of core hours but this it is not an essential requirement to do so.

On occasions officers may be required to travel throughout the UK and overseas.

NCA are able to offer these opportunities on a permanent, fixed term contract and secondment basis.
