Change Command is reponsible for managing and delivering a significant portfolio of change activity across the NCA and with partners. This activity is transforming how the NCA delivers its mission to cut serious and organised crime.

This role will focus on co-ordinating the delivery of an exciting and challenging build of key operational capabilities within the NCA.

Job description

This is a leadership role focused on co-ordinating the delivery of exciting and challenging programmes of key capabilities which enhance how we tackle serious and organised crime.

The primary responsibility of this role will be to perform the function of Deputy Lead for Transformation. This will involve supporting DD Change in management of the overall Transformation Portfolio across the breadth of the Change Command, incorporating Business Change, Programme and Portfolio Management and Programme Delivery, where appropriate.

As Head of External Programme Liaison, you will lead on external programme liaison to influence the scope of NCA Programmes and to maximise the alignment between the capabilities delivered from the portfolio/programmes and those of wider government and law enforcement. Systematically identifies and analyses stakeholders, plans and conducts interactions to engage and communicate with them, taking account of their levels of influence and particular interests, ensuring their involvement throughout the programme/project lifecycle.

Key Responsibilities for Deputy Lead for Transformation:

- Perform as Deputy Lead for Transformation, acting for DD Change in management of the overall Transformation Portfolio where appropriate.

- Lead on external programme liaison to influence the scope of NCA Programmes and to maximise the alignment between the capabilities delivered from the portfolio/programmes and those of wider government and law enforcement

- Ensure stakeholder interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across large and diverse groups of stakeholders. Develop strategic relationships with internal and external suppliers. Work closely with the Senior Responsible Officer to manage senior stakeholders.

- To be considered, you will need to successfully complete SC clearance before commencing the role and DV clearance at a later date.

- You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result.

- This role is also available on a secondment basis for up to two years.

- This role is based in central London, Warrington, Bristol or Birmingham.

You will be able to demonstrate the below essential experience criteria:
Proven experience of successfully managing a complex programme or projects with demonstrable ability to lead and deliver financial approvals including working with commercial and finance colleagues.
Proven experience of stakeholder engagement and working with partners to identify and address their interests.
Proven experience of successfully managing several medium-complexity programmes or projects

As a leader in the NCA you will also:
- Lead effectively across the agency as part of a joined up senior team, role modelling the agency’s ‘One NCA’ vision as well as collaborating with external partners to integrate, coordinate and amplify the UK national response to Serious and organised crime. Additional Information

- The NCA is a 24/7 organisation and working patterns must support business requirements. You may occasionally be asked to respond at short notice or outside of core hours but this it is not an essential requirement to do so.

- On occasions officers may be required to travel throughout the UK and overseas.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Proven experience of successfully managing a complex programme or projects with demonstrable ability to lead and deliver financial approvals including working with commercial and finance colleagues.
  • Proven experience of stakeholder engagement and working with partners to identify and address their interests.

Successful candidates must pass a disclosure and barring security check.
