The Ministry of Defence are seeking a PFI Team Authority Works Advisor and Change Manager to join them at Merville Barracks, Colchester.
Team: Ministry of Defence|MOD Core|Defence Infrastructure Organisation|DIO EOM Management Group|EOM Operations
Initial contracts will run for 3 months and offer a rate up to £377/day.
IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred.
The Role
Colchester Garrison is the home of 16 Air Assault Bridge and other lodger units. Candidate will be accountable for the monitoring and managing of new works and other works that result from approved Contract Changes, and for providing assurance that a safe and legally compliant estate is delivered to support the Army in delivering its outputs at Colchester.
Main Responsibilities
- Undertake assurance, compliance and governance activities to ensure effective monitoring of infrastructure service performance.
- Engage with PFI contractor on issues arising for the effective and compliant delivery of fully serviced accommodation and investigate and rectify compliance and service delivery issues assist in the implementation of annual assurance plans to ensure that the PFI contractor is compliant with relevant legislation and contract deliverables
- Day-to-day lead on end-to-end contract change to meet changing customer requirements
- Post holder will also provide technical advice across the Colchester PFI Contract and wider PFI Group
- Responsible for inspection of works in progress to ensure compliance with specifications and escalating any issues as necessary
- Liaison and engagement with the PFI Group Assurance and Technical lead to ensure compliance with DIO policies and practices and to ensure appropriate technical advice and liaison with other areas as appropriate to ensure compliance with MOD Policy
- Post holder will also be the Authority Risk & Issue Manager for the Colchester PFI, ensuring that Risk and Issues are managed effectively and reviewed to ensure compliance DIO and MOD requirements, that all risk registers and issues logs are updated at least monthly, and risks escalated as necessary through the Contract Management Team Leader.
- Ensure risks are included in Annual Budgeting Cycles (ABC) submissions, following an annual review in line with ABC reporting timetables and that customer is aware of Risks and potential liabilities
- To provide technical advice and support to the Colchester PFI Team Leader
Skills and Experience
- Can have Mechanical / Electrical / Building experience
- Will deal with Facilities management – Facilities management experience is ideal
Candidate Eligibility
Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
