Consultancy support to AGS Integration Projects

Job Details

The Consultant shall have the following experience:
-A minimum of 4 years of project management experience working in a multinational environment with proven success of planning, acquiring and implementing complex C4ISR projects.
-A minimum of 2 years work related to Alliance Ground Surveillance (AGS).
-Recent experience (within the last 2 years) in telecommunications and information systems; 
-First-hand field experience with the commissioning and installation of communications networks, WAN and LAN infrastructures and network elements.
-Knowledge of at least two of the following areas: ground surveillance systems; data collection and storage and dissemination; air surveillance systems; military communications and information systems; command and control systems; SATCOM; functional area services and applications. 
-Have the technical background based on prior experience to understand all aspects of a CIS System Target Architecture.
-Hands on experience in the development and production of comprehensive statements, reports, technical and programmatic documents;
-A recognized formal Project Management qualification, such as Prince 2 or PMI PMP, alternatively demonstrable first-hand experience in the project management of CIS implementation may be acceptable.
-Knowledge or experience on Configuration Management (CM)procedures and processes.
-Knowledge or experience in Quality Assurance (QA), including testing and planning. 

QUALIFICATIONS:
The Consultant shall possess at least a Bachelor’s Degree in an appropriate engineering discipline (i.e. Electronics, Computer, Information Systems, Telecommunications, Systems Engineering or closely-related field) supplemented by relevant postgraduate qualifications. 

The Consultant shall have the following skills:
-Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with also good briefing skills;
-Be able to write comprehensive reports and documents in a short time for use by responsible authorities;
-Have computer skills with experience in office support tools (MS Office package, including MS Project) and with the Windows environment (XP or later).
-Have the ability to work independently and manage multiple tasks simultaneously under pressure.
-Possess a sense of integrity, diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organizations. 

It is highly desirable that the Consultant has the following experience:
-Experience in designing and system engineering of military or other CIS systems;
-Experience with the NATO Bi-SC AIS and their programmatic structure, technical requirements, architectural aspects and implementation processes. 
-Experience with NATO Communications and Information Systems (CIS) and services Security Accreditation process

SCOPE OF WORK
The AGS consultant will execute the following main functions as directed by the Strategic Commands (SC):
-Provide Implementation Management and ensure the coherent implementation of interdependent projects in accordance with the AGS Target Architecture (AGS-TA) in coordination with the NCI Agency.   Manage system and acceptance test regimes and co-ordinate issues such as tests and acceptance plans, definition, implementation, site surveys, delivery, handover, etc. 
-Track changes to the requirements baseline arising from the integration of AGS Core CIS into NATO C3 world.  Coordinate the assessment of the changes against the requirements, budget and schedule baseline.  Conduct an initial assessment of the technical, budgetary and schedule impacts of any requirements change.
-Provide project management support to administer configuration management functions such as change control, set up and maintain project files, establishment of document control procedures, updating plans, and administration of the quality review process and coordination meetings.
-Make special reporting to baseline changes that will impact future requirements baselines; this activity will drive evolution of AGS CIS subsystems in future iterations.  
-Participate in Project Technical Interchange Meetings (TIM) and Project Review Meetings (PRM) in support of the Strategic Commands attendees.
-Be responsible for, as directed by the SCs, the implementation activities for AGS Civil Works and CIS projects in the AGS Base, which is being constructed in Sigonella, Italy.
-Provide reporting and coordination with HQ SACT (in Norfolk, USA) and SHAPE AGS Implementation Office (AGS IO in Belgium) and other stakeholders as required.  This includes status and issue reporting on the implementation of CIS capability delivery and civil works, implementation risk, and issue resolution (e.g. escalation).

The AGS consultant will carry out the following scope of tasks:
-Support integration of AGS Core and NATO C3/Joint Intelligence, Surveillance and Reconnaissance (JISR) infrastructure and services (45%, may decrease as validation efforts increase).  Make appropriate contacts with NATO C3 programmes’ project managers, AGS stakeholders (HN Italy, NCIA, the NATO Support Agency (NSPA), NATO Alliance Ground Surveillance Management Agency (NAGSMA)), and other required organizations in order to facilitate the integration of AGS Core with NATO C3/JISR infrastructures in accordance with the AGS TA.  Actively seek opportunities to enhance interaction and cooperation with and between AGS Core implementation and NATO C3/JISR design/implementation teams.  Seek to facilitate coherence between NATO C3/JISR projects andthe AGS Core implementation.
-Interagency Cooperation (20%):  Contribute to technical interchange meetings, as appropriate to enhance integration of AGS Core and NATO C3/JISR infrastructures and follow-up on action items arising from the meetings.  Seek synergistic relationships with the other Project Management Offices (PMO) and the future Capability Package (CP) 9C0150 Automated Information Services (AIS) Programme Management Capability (PMC) in order to leverage other PMO / Project resources to enable integration of NATO C3 and AGS Core.  Seek a synergistic relationship with the other capability package projects, i.e. Functional Area Services Baseline Projects & personnel.
-Risk Management (10%):  Assist in running the risk management process as directed by the SCs.  Risk ownership and decision making rests with Bi-SC.   Provide progress reporting to SCs in the area of Risk Management –identify and report risk early (e.g. impact on major milestones leading to IOC/FOC).  -Implementation monitoring (10%):  Follow a “master schedule” incorporating various HN project schedules with the AGS Core acquisition, CIS Integration and NAGSF activation schedules, monitor adherence to integration timelines, and identify critical paths and dependencies. Act as the site POC for the delivery of common funded AGS projects. Engage with appropriate project managers for the appropriate implementation projects, industry and the NAGSF Personnel. Provides monthly reports to the NAGSF on implementation of CIS projects in relation toAGS and JISR.
-Independent Verification and Validation (IV&V) (10% and level of effort increases when validation events occur):  Participate in NATO C3 and AGS Core integration acceptance testing in order to provide an independent view of the testing to the Bi-SC AGS Governance Body.  Work with the NCI Agency in order to receive results.   Organize and coordinate acceptance testing, on behalf of the Bi-SC, to validate that requirements are met as negotiated with the host nations including NAGSMA.   
-Formal Reporting (5% effort):  Provide regular periodic status reporting to SCs and other appropriate stakeholders
