The role incumbent will be a subject matter expert in the technical aspects of intrusive surveillance.

• You will have in depth knowledge of the warrantry process required to deliver technical operational activity.
• You will be required to keep up to date with the fast pace of change in technical advancements that effect the capability.
• You will manage a diverse team responsible for delivering covert intrusive technical solutions to NCA Operational teams and partners.

Operational pressures will make this a high profile role within the Agency and previous experience of leading in a dynamic operational environment and making effective decisions is crucial.
The role requires building good relationships with multiple departments within the NCA and our Partners, identifying opportunities for technical delivery and also technical delivery.

Job description

The Technical Operations Manager will manage the NCA’s Technical Operations (Tech Ops) team that covers, in the main, the North West England. However, team members may be asked to deploy throughout the UK and Internationally.

The team are responsible for delivering technical solutions in support of NCA’s investigations
 

Responsibilities

Main Responsibilities

As a Technical Operations Manager you will lead on the day to day management of the Tech Ops team, authorising and approving all operational activity and associated risk management. You will also report on operational results and auditing of operational records.

You will be responsible for developing operational technical strategies and lead on identifying opportunities for Tech Ops deployment against agreed strategic objectives through interaction with the NCA tasking process and development of relationships with NCA operational managers.

You will be the subject matter expert in Tech Ops capabilities reporting to the senior leadership team within Intelligence Directorate.

The Technical Operations Manager will represent the Technical Operations department nationally and internationally at agency and inter-agency meetings, technical conferences and other specialist law enforcement forums.

They will develop and maintain effective working relationships with internal and external stakeholders in order to foster productive working relationships and collaborative working.

They will also conduct Health & Safety Management, including Risk Assessments, in line with operational policy and procedures. Ensure all team members are aware of Health & Safety requirements.

Those involved in child sexual abuse and exploitation target the most vulnerable and innocent members of our community. The NCA works tirelessly and diligently against these individuals and you may be expected to work directly or indirectly in tackling this threat. This may involve exposure to child sexual abuse images and material and you should consider and be aware of the sensitive nature of the work before deciding to apply.

To provide support all officers working on or assisting this type of operational activity undergo a psychological assessment on taking up the role and at regular intervals once in post.

By applying you confirm that, if asked, you will be willing to work with us on operations to tackle these serious and high-risk offenders.

To be considered, you will need to successfully complete an SC Enhance clearance before commencing the role and DV clearance within the first 12 months as part of your probation period.

You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Extensive practioner experience of Technical Operation techniques and modus operandi.
  • Operational experience in leading on a on Technical intrusive operations either as a Technical Officer or a Specialist Support Officer.
  • Proven experience of leading a team working to tight deadlines within a dynamic operational environment.
  • Knowledge of relevant Intrusive Surveillance Legislation including the IP Act, RIPA, CPIA.
  • Experienced in Operational Risk Management.
