The Defence Science and Technology Laboratory are seeking a Senior Operational Researcher to join them at Dstl Portsdown West, Fareham.

Team: Business Support|Business Manager

Initial contracts will run for 600 days and offer a rate up to £440/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred.

The Role

A Senior Operational Researcher is required to support, through the provision of Operational Research / Analysis, the delivery of Logistics Technology Investigations (LTI) project, which has been mandated to test and trial 7 technology areas for Logistics: Data Science and Analytics, Future Distribution, Additive Manufacturing, Autonomy and Automation, Maintenance and Repair, Fossil Fuels / Alternative Energy and Culture & Behaviour. There is likely to be significant overlap between all work packages.

The project is required to deliver an understanding of technologies which could deliver a step change in logistics capability, utilising cost benefit analysis and trials and experimentation to test, evaluate and mature promising technologies and processes.

The key tasks for this role will be:

  • Engage with Frontline Commands.
  • Gather Government Furnished Information (GFI) and other data to support wider analysis.
  • Analyse data with potential to work with data scientists, learning data science techniques.
  • Support the development of modelling of Logistics technologies, and the Logistics network, and analysis of model outputs.
  • Support the organisation of trials and experimentation.
  • Support production of outputs, progress reports etc...
  • Support contributions to IRC opportunities, e.g. preparing briefing material, providing appropriately classified supporting material/ data.
  • Specifically work with Industry Partners to deliver the mandated requirements.
  • Support Industry Partners to source the Information, Data and Stakeholders they require in order to undertake work.
  • Present data in a meaningful way to technical and non-technical audiences in order to create impact through supporting strategic and operational decision-making by the provision of timely, impartial and evidence based advice.
  • Work collaboratively with Industry and Academia by partnering with them to ensure that the tasks we place remain on track, are of high quality and receive the benefit of internal expertise
  • Understanding commercial offerings for modelling and analysis and potentially supporting down selection of proposals.
  • Supporting workshops and interviews to elicit customer requirements.

Essential Skills and Experience

  • Understanding of Military Logistics.
  • Strong, demonstrable knowledge and experience of both qualitative (e.g. problem-structuring methods, facilitation) and Quantitative (e.g. discrete event simulation, systems dynamics) Operational Analysis (OA) and scientific analysis techniques, and their use in solving problems.
  • An ability to convey complex issues in a clear and concise way, including relevant caveats, both verbally and in written form.
  • Good communication skills and experience of presenting to a range of audiences.
  • An ability to effectively organise / prioritise your workload and, where appropriate, to provide assistance to others to do the same.
  • Confidence engaging with military staff up to OF5.
  • An understanding of military logistics data systems (Nato Stock Numbers, inventory, maintenance).

Desirable Skills and Experience

  • Familiar with MoD Procurement in particular (Requirement and life cycles).
  • Familiar with organising technology trials and demonstrations.
  • Knowledge of wider Industry Logistics.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
