Senior Engineer (Internal IT)

      
*Minimum 7 years’ experience of leading a team of technical engineers;         
*Minimum 7 years’ experience with and in-depth knowledge of Local Area Networks/Wide Area Networks (LAN/WAN)/Telco provider networks and services delivery based on Alcatel-Lucent/NOKIA Service and Service Access Routers (SR/SAR) and Cisco routers and switches;           
*Experience in working in an SLA / SOP driven IT organisation;           
*Intermediate knowledge in authentication technologies;           
*Strong knowledge of recent technological developments in Information Technology (IT) systems and LAN/WAN environment related to Cisco Systems;           
*Fundamental knowledge in all packet based protocols such as TCP/IP (including protocols like DHCP, DNS, TCP, UDP, etc.), MPLS and routing protocols such as OSPF, BGP4           
*Minimum 5 years experience in on-line performance, accounting, fault, security and configuration management of digital and analogue networks and associated transmission systems to include switching systems in support of voice, video, and data transfer;           
*Experience in QoS in IP-Networks with regards to design and implementation in large scale networks at the WAN and LAN levels;           
*Shall have general understanding of related communications systems and techniques of MPLS, Voice and VOIP technology;           
Minimum 7 years’ experience of commercial and/or military network environments Knowledge of and experience with test plan creation, utilization, and results reporting for systems testing           
*Knowledge of cryptographic concepts and devices           
*ITILv3 certified at foundation level;           
*The incumbent must have a minimum of three years of CIS engineering experience and 5 years of experience in the management of CIS systems either as a service manage;           
*The incumbent must have 7 years of experience as a line manager and provide evidence of having the ability of being a motivator and mentor. 

Skills knowledge experience:
*A Master of Science (MSc) degree at a nationally recognized/certified University in a related discipline and 5 years post-related experience;           
*Or a Bachelor of Science (BSc) degree at a nationally recognized/certified University in a related discipline and 7 years post-related experience;           
*Or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 12 years extensive and progressive expertise in the duties related to the function of the post;

Duties Role:
Under the direction of the NCI Network Operation’s Manager, but largely under own initiative, the incumbent will perform duties pertaining to the delivery of CIS services to internal NCI Agency customers. 

The Senior Engineer for Internal CIS will be the link between the NCI Network Operations Manager and the Internal CIS team for day-to-day service delivery for NCI Agency personnel and external customers. The said duties consist of: 
*Day to day management of the Internal IT Cell (7 engineers and technicians) focusing on providing network and UCC services to NCI Agency members; 
*Focusing on Services delivered through Internal IT Projects and initiatives; 
*Advising and assisting the NCI Operations Manager on ECP’s (CCP’s) for representation at the Communication and Network Change Advisory Board to NCIAs CIS Configuration and Control Board; 
*Responsible for maintaining service-related documentation, e.g., Standard Operating Procedures (SOPs) for aspects such as maintenance, supply, and training; 
*Responsible for the preparation of contingency plans and recovery procedures; 
*Contribute proactively to new service development; 
*Work closely with the Project Managers and across Agency Service Lines to ensure the customer is provided with a seamless transition into service; 
*Support the compilation of the Operating and Maintenance (O&M) budgets for the relevant Internal CIS services; Ensure quality, up-to-date documentation exists for all service arrangements; 
*Strive to achieve consistent customer satisfaction ratings and respond appropriately to customer feedback in areas for improvement; 
*Provide support to the NCI Operations Manager and chain of command as required; 
*Participating in technical inspections and JFAI as new systems are transitioned into operations, including conducting follow-up actions regarding the resolving of deficiencies;
