Job Details

* A vocational training at a higher technical level or equivalent in electronics/informatics engineering
* At least 10 years’ relevant experience in maintenance, administration and operations of network systems in a LAN/WAN based client-server environment
* Thorough understanding of common network devices like routers, switches, and bridges      * Thorough working knowledge of common network applications (e.g. e-mail, TCP/IP suite)        * Thorough knowledge of all common network protocols and of management and diagnostics software
* Good working knowledge of UNIX, preferable SUN OS and SOLARIS, and state of the art IT COTS hard-/software
* Knowledge of network security and Internet/Intranet technologies
* Ability to supervise staff
* Good communication skills and proven organizing ability

Desirable Experience and Education:        
* Experience with ATM in a LAN and/or WAN environment
* Knowledge of NATO INFOSEC regulations and procedures.

Duties:
Under the direction of the NCI Network Operations Manager, but largely under own initiative, the incumbent will perform duties pertaining to the delivery of CIS services to internal NCI Agency customers, in particular for the LAN, Wifi and VPN services in The Hague with the aim to provide centralised or shared services wherever possible. The Engineer will play a key role in the Internal CIS team of NSII.

The major responsibility of the incumbent will be to:  
* Act as the main responsible person for the local and wide area network facilities, including the maintenance, upgrade and extension of the network
* Maintain the user and network security measures
* Ensure high availability of the network facilities and execute effective recovery
* Ensure in a proactive manner that present and future requirements regarding network services will be achieved
* Provide network diagnosis, statistics and monitor network performance
* Assignments will include duties to back-up similar functions for IISSS/TSG at Brussels deliver LAN services to NSII’s customers.

The Engineer will need to utilize his or her expertise and experience to manage, design and develop networks and its components. The Engineer will also:
* Be responsible for the creation of necessary manuals and support documents (CONOPS, SOP)
* Carry out design, optimisation, upgrading, maintenance and fault diagnosis of all network installations and communication devices
* Carry out acceptance testing, configuration, software installation, as well as, inspection and implementation of all new network equipment such as routers, bridges, switches, WAN connection devices and related communication equipment
* Keep the necessary technical documentation and management software needed for the maintenance of all the above mentioned equipment up-to-date
* Specify related spare parts and diagnosis tools
* Provide systems management and maintenance support for central and departmental, as well as, local and wide area network services
* Maintain software and hardware configuration overviews of computers and networks up-to-date for which incumbent is responsible
* Install, configure and administer all Internet related software like Web servers, proxies, firewalls, SMTP post offices, DNS
* Administer and monitor the NCIA Internet link
* Participate in optimising computer and LAN/WAN configurations by using network management/monitoring tools to enhance system performance
* Participate in acceptance tests of software and hardware devices and assist in the integration and testing of interoperability of the IT/MIS systems
* Contribute to/maintain operational procedures for users and operations staff
* Prepare and keep documentation up-to-date which are associated with any of the above activities
* Provide on-site support services for users having problems with accessing the network systems and/or the interconnection between network and the related computers
* Acting Cell head of the Section during absence of the Cell head of the section
* Provides, when needed, user guidance for network related questions and problems
* Perform any other duties as may be required.
