The Cabinet Office are seeking an Operating Model Transformation Manager to join them at 1 Horse Guards Road, London, SW1A 2HQ.

Team: Cabinet Office

Initial contracts will run for 6 months and offer a rate up to £400/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

The Role

One of the highest priorities for the Civil Service is improving commercial capability across Government. A priority being driven by the Government Commercial Function (GCF). As part of the work of the GCF, the Commercial Capability Programme (CCP) was set up 3 years ago, with the aim to improve capability across all departments and wider government bodies. This central team comprising of c.100 individuals delivers a variety of services including training and accreditation, learning and development, HR services, functional strategic planning support amongst others.

Having become a well-established and recognised service, there is a need to transition this Programme into Business As Usual Operations. This presents an opportunity for the team to reconsider their operating model and to restructure themselves into a customer-focussed BAU operational function.

Main Responsibilities

  • Contributing to the design of the programme including shaping the outputs
  • Supporting delivery of key workshops that will seek to build the new operating model in sprint. This will include scheduling sessions, creating inputs, facilitating sessions, collating and working-up outputs.
  • Supporting the PMO manager in managing the project – including maintaining and communicating the programme plan and risk register
  • Supporting stakeholder engagement and contributing to change management
  • The programme is working to a challenging timetable for delivery. It continues to evolve and mature, with many aspects of the programme yet to take shape. This presents a unique opportunity for the individual to enable the transformation of a key initiative within central government.

Skills and Experience

  • Transformation manager with operating model transformation experience
  • Pro-active - can turn things around
  • Strong Stakeholder engagement skills
  • Prior experience of delivering operating model transformations – including some prior knowledge of process-mapping
  • Have excellent communication skills, in order to engage with workshop attendees and wider stakeholders in the change programme
  • Be methodical and meticulous in their work and have excellent organisational skills
  • Be able to work with little direction, to challenging deadlines, managing their workload, processing large amounts of information quickly and delivering succinct outputs
  • Be able to identify and flag any risks and plan mitigations early
  • A good understanding of the commercial function is helpful, though not a necessary pre-requisite

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
