The Candidate 

Due to expansion, we are seeking a highly astute, pro-active Cost Engineer with previous experience in delivering cost engineering, ideally within the UK Defence industry or MoD. The ideal candidate will have a balance of experience in, cost estimation, cost engineering and risk management and will be adept at developing successful stakeholder management relationships. So, if you very much a self-starter, with an analytical approach, are quick to communicate results and issues and prefer working environments that afford a greater level of autonomy, this could be just the opportunity for you!

The role 

The successful applicant will: 

  • Develop reference pricing and conduct assurance on single source contracts acquisitions in support of our customers.
  • Develop Cost Models, Estimating Relationships (CER), pricing and risks analysis for programmes and projects.
  • Develop and maintain price proposal cost and pricing template.
  • Review the pricing and schedule section of Bidding Instructions.
  • Conduct cost and price analysis of competitive and non-competitive bids for supplies and services offered.
  • Undertake relevant training on cost/schedule/risk estimation methods.
  • Undertake data identification, collection and normalisation from appropriate sources.
  • Presentation and communication of analytical information including data visualization.
  • Represent the team at internal meetings or workshops on a range of topics.
  • Understand and adhere to Project Controls policies and processes for the UK MoD

 

 

The opportunity

As a member of the wider MCR Global and Federal family, you will be joining our small, but rapidly expanding team of consultants here in the UK. Working directly for the UK Operations Cost Manager, you will deploy on projects in and around the South West. Providing technical expertise, you will be afforded a high level of autonomy where progression is very much in your own hands at this merit-based defence consultancy.

Minimum Requirements 

  • Degree or HNC/HND equivalent in a relevant Engineering discipline or relevant experience (typically acquired from around 3 to 5 years’ in post).
  • Understanding of Cost Management, Risk, scheduling, EVM and V&V standards and corporate model templates;
  • Understanding of the principles of CDAL/MDAL.
  • Knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, risk and budgets
  • Understand MOD policies and procedures for Cost Engineering/Estimation and Modelling, and associated supporting documentation (JSP 507, JSP 655, AQUA book, Green Book, Orange Book).
  • Have a deep understanding of current business processes and policies related to project controls including Cost Engineering and Pricing;
  • ​A good level of experience in Cost Engineering.
  • Knowledge of Basis of Estimates that support any analysis/estimates developed.
  • Ability to document and explain how estimates are derived.
  • Must be eligible to obtain and retain UK Government security clearance at (Secret).

Non-Essential Requirements

  • Membership of Association of Cost Engineers (ACostE) at Registered level or willingness to work towards required accreditation level within one year.
