Job Details
The Defence Science and Technology Laboratory are seeking a Senior Digital Business Analyst to join them at Dstl Porton Down, Salisbury.
Team: Ministry of Defence|Defence Science and Technology Laboratory|Portfolio and Partnership
Initial contracts will run for 3 months and offer a rate up to £442/day.
IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred.
Key Deliverables
- Production of the Capability Health “data pack” for the Annual Capability Health Assessment to Dstl’s Board and MOD’s 3* DTIB.
- Analysis to support the production of the S&T capability quarterly business reporting.
- Collaborate with Dstl divisions and functions to collate, aggregate and analyse data to meet stewarding capability function requirements.
- Support teams within other Dstl divisions in collating and analysing their data to understand and govern engagement activity across the organisation.
- Obtain insights and intelligence from information and data gathered.
- Design visually compelling data visualisations to meet function, division and Dstl reporting requirements.
Knowledge and Experience
- Strong knowledge of data analytics and how to use analytical tools to generate powerful information and insight about business and delivery performance.
- A proven ability to design analyses to meet business needs and to design the data capture mechanisms necessary to undertake the analysis.
- A proven ability to analyse both qualitative and quantitative data.
- A proven ability to complete analysis and provide reports to meet tight timescales, in order to meet Dstl decision and planning cycles.
- A desire to provide quality and actionable information to leaders within the business;
- A proven ability to design and deliver visually compelling data visualisations that optimise the ability of senior leaders to understand the complexities and make decisions based on the evidence provided.
- The ability to analyse business performance and delivery information to identify trends, root causes of issues and actionable intelligence about our business.

- A skilled analyst is required that can come in to collect all the information for reports which are given to the MOD
- Confident and able to take information, analyse it and tell the Line Manager what the situation is
- Experienced in translating information into a different framework and relaying/explaining what this means
Essential Skills Required
- Quantitative and qualitative analysis tools and techniques.
- Intermediate level MS Excel and MS SharePoint.
- Intermediate level MS PowerPoint.
- Understanding of financial forecasting.
- Awareness of the S&T capabilities of the Division.
- Tableau or similar data visualisation tools and/or techniques.
- Analysing complex and extensive datasets to generate clear evidence based conclusions and recommendations that inform decision making.
- Designing visually compelling data and analysis visualisations to support decision making.
- Communicating complex analytical results to a non-specialist audience.
- Delivering robust analysis to tight time-scales.
Desirable Skills
- R or other data science skills.
- Awareness of Commercial processes.
- Intermediate level MS Project.
- Risk Management (Business or SHEF).
- Budget/financial management.
- Knowledge of Dstl’s approach (Rooks’ method) to capability health assessment desirable.
- Understanding of the breadth of capabilities available across Dstl and the programmes that they support.
Candidate Eligibility
Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
