This role is accountable to the Capability Delivery Programme Manager for the delivery of the Ascent UKMFTS programme management activities for Capability Delivery for allocated project(s) including:
  • Project Management of allocated project(s) including the development and maintenance of a resourced project schedule; and
  • Lead and manage resources to deliver change, for allocated project(s) within Capability Delivery
  • Delivery of responses to the Authority for allocated project(s) change requests outlined in ADT or NoC associated with current training delivery and future requirements (Excluding SDSR 2015)
  • Manage Ascent allocated functional resources in support of Capability Delivery projects
  • Responsible for ensuring the allocated project(s) change is delivered to seamlessly dovetail with existing operations
  • Provide the focal point for allocated project(s) within Capability Delivery, in particular to liaise with the Authority to manage expectations during scoping and execution of the allocated project(s).
  • Provide overall project progress summary to the Programme Manager Capability Delivery
  • Provide updated issues summary to the Programme Manager Capability Delivery
  • Ensure allocated project(s) conform to Ascent Governance including completion of supporting documentation, planning for approvals in line with Delegated Approvals
  • Report progress to regular reviews including supporting information on progress to operational (FW/RW/FJ/RC) and Programmes Directorate reviews

Key Responsibilities
  • Deliver on customer commitments by Working closely with the MOD, and other stakeholders to ensure that Capability Delivery requirements, dependencies and expectations are delivered on time, to quality and within budgeted cost.
  • Monitor performance and progress, reporting programme status against time, quality & cost parameters.
  • Lead Project team(s), ensuring that UKMFTS Joint behaviours are adhered to, providing effective communications across the Projects(s) and enforcing the adherence of effective processes to ensure all Capability Delivery Project activity is managed within budget.
  • Provide strategic and programmatic direction for Capability Delivery programmes subcontract management; ensure integration of the subcontracts within the overall Ascent Programme.
  • Lead the planning, monitoring and control of all Capability Delivery activities, following and improving effective Programme Management process.
  • Maintaining adequate levels of job satisfaction, engagement and retention within the Capability Delivery Team
  • Demonstrate a close and flexible approach to working with peers within Ascent and the Capability Delivery programme to ensure that the best solution is delivered.
  • Manage, control and deliver agreed costed Notice of Change to meet the requirement on time, to quality and within budget.
  • Uphold partnering behaviours and participate in events as required resulting in successful partnering relationships internally within Ascent and externally across UKMFTS.
  • Uphold adherence to the Health, Safety & Environmental Polices and Air Safety responsibilities
 
The Project Manager also has indirect responsibility for a matrix team drawn from across Ascent and its subcontractors:
 
The Project Manager will manage and report the budgets for cost and time to:
    • Deliver the change within a delegated budget
    • Reporting allocated project(s) progress against cost and time (spend to date, spend to come, variance to budget)
    • No Training Service Design Fees (TSDF) performance points (or any other financial deductions) and;
    • Achieve Company budget profit for allocated project(s)
 
Knowledge, Skills, and Experience
Essential:
  • Professionally qualified in a relevant area to degree level or HNC/HND qualification;
  • Association of Project Management (or equivalent) Project Management qualifications or appropriate equivalent experience;
  • Project Management experience in an aerospace project, engineering or training environment;
  • Good contract, commercial management awareness and negotiation skills with appropriate knowledge of typical tools, techniques and processes for managing procurements;
  • Able to communicate clearly and effectively at all levels; and
  • Experience working collaboratively with customers and users in a partnering environment;
 
Desirable:
  • APM qualification;
  • Experience of working with the UK MOD in a Project Management role; and
  • Proposal development experience, working with stakeholders, managing expectations and driving to an agreed, clear requirement for the change
