This role is accountable to the Programmes Director for the delivery of the Ascent UKMFTS programme management activities for Capability Delivery which include:
  • Management of the Capability Delivery function within the programmes directorate; and
  • Responsible for the resourcing, managing and timely response to requests for change, through to the implementation of the approved change
  • Delivery of responses to the Authority for changes requests outlined in ADTs or NoCs associated with current training delivery and future requirements (Excluding SDSR 2015)
  • Manage and allocate PM resources to deliver responses
  • Negotiate and allocate functional resources from across Ascent to meet a flexible programme to deliver the needs of the Capability Delivery programmes
  • Responsible and accountable for ensuring change is delivered to seamlessly dovetail with existing operations
  • Provide the focal point for Capability Delivery, in particular to liaise with the Authority to manage expectations during scoping and execution of Capability Delivery changes
  • Manage the pipeline of changes, prioritising in agreement with the Authority those that are raised through the issue of an ADT or NoC
  • Ensure changes comply with Ascent Governance including completion of supporting documentation, planning for and achieving approvals in line with Delegated Approvals
  • Chair regular change management progress reviews
  • Provide progress summary to operational (FW/RW/FJ/RC) and Programmes Directorate

The Programme Manager has direct responsibility for a team comprising:
  • Project Managers and Assistant Project Managers (Direct Reports). The team will have a permanent core resource pool and will be able to flex dependent on the requirement for change programme delivery, by identifying fixed term project specific PM requirement.
The Programme Manager leads a project matrix team to deliver the Capability Delivery Programme, across the Ascent business.
 
 
The Programme Manager has direct and indirect responsibility for achieving budgets including:
  • Delivering change within a delegated budget
  • Reporting project/programme progress against cost and time (spend to date, spend to come, variance to budget)
  • No Training Service Design Fees (TSDF) performance points (or any other financial deductions) ;
  • Achieve Company budget profit; and
  • Manage total 'in year' Capability Delivery costs within budget.
 
Key Responsibilities
  • Deliver on customer commitments by working closely with the MOD, and other stakeholders to ensure that Capability Delivery requirements, dependencies and expectations are delivered on time, to quality and within budgeted cost
  • Monitor performance and progress, reporting programme status against time, quality & cost parameters.
  • Lead a Programme team, ensuring that UKMFTS Joint behaviours are adhered to
  • Provide effective communications across the Programme and enforcing the adherence of effective processes to ensure all Capability Delivery Programme activity is managed within budget
  • Provide strategic and programmatic direction for Capability Delivery programmes subcontract management; ensure integration of the subcontracts within the overall Ascent Programme.
  • Lead the planning, monitoring and control of all Capability Delivery activities, following and improving effective Programme Management process
  • Maintaining adequate levels of job satisfaction, engagement and retention within the Capability Delivery Team.
  • Demonstrating a close and flexible approach to working with peers within Ascent and the Capability Delivery programme to ensure that the best solution is delivered.
  • To manage, control and deliver agreed costed Notice of Change to meet the requirement on time, to quality and within budget.
  • Uphold partnering behaviours and participate in events as required resulting in successful partnering relationships internally within Ascent and externally across UKMFTS.
  • Uphold adherence to the Health, Safety & Environmental Polices and Air Safety responsibilities
    Knowledge, Skills, and Experience

Essential:
  • Professionally qualified in a relevant area to degree level or HNC/HND qualifications with experience;
  • Association of Project Management (or equivalent) Project Management qualifications or appropriate equivalent experience;
  • Project/ Programme Management experience in an aerospace project, engineering or training environment;
  • Good contract, commercial management awareness and negotiation skills with appropriate knowledge of typical tools, techniques and processes for managing procurements;
  • Able to communicate clearly and effectively at all levels;
  • Demonstrated people management, relationship and teamwork skills;
  • Strong leadership capabilities and ability to influence at all levels; and
  • Experience working collaboratively with customers and users in a partnering environment;

Desirable:
  • APM RPP qualification;
  • Experience of working with the UK MOD in a Programme Management role; and
  • Significant experience in the Military Simulation and Training Industry or equivalent;
  • Proposal management experience, working with stakeholders, managing expectations and driving to an agreed, clear requirement for the change
