TASKS:

  • Coordinate and further improve Service Engineering coherence across NCI Agency portfolio of projects, with focus on Bi-SC AIS; ensuring operational needs are captured as implementation requirements, making sure right design and standards are applied across all technical solutions and ensuring proper interface design and interoperability with external services are aligned with NCI Agency Chief Architect guidance
  • Support and maintain the Requirements Engineering process definition and toolset management in the Agency
  • Manage the Portfolio Requirements repositories and coordinate external interfaces
  • Establish and maintain one single, logical requirements repository with customers that will enable traceability between capability, user, and system requirements
  • Represent SEA in Requirements Engineering related meetings and Workshops, especially with regards to NSIP requirements for Bi-SCs and NATO HQ, NATO Agencies and National customers
  • Provide support to customers, as requested, during the early stages of the Requirements Engineering process
  • Serve as recognized expert and advisor to Agency staff on Requirements Engineering technical matters
  • Assist portfolio project software teams on user interface / experience (UX), and provide guidance to acquisition with the aim to reduce training and maintenance during operation
  • Supports the development of requirements management concepts to support NATO’s and NCI Agency’s business strategies
  • In coordination with DevSecOps Engineer, integrate the requirements management process with the DevSecOps processes and tools
  • Provide specialist advice and direction to other staff members on matters concerning the competency area of the incumbent
  • Identify and research future trends and developments in the C4ISR Requirements Engineering field and support the definition of opportunities and constraints on the selection of service and application technologies, involving undertaking cost-benefit analysis, and making recommendations often with missing or incomplete information
  • Identify emerging operational requirements and develop solution strategies
  • Prepare briefings, point papers and technical reports
  • Give briefings and presentations to technical and non-technical audiences
  • Prepares trade-off studies and evaluations for vendor equipment. Recommends design changes / enhancements for improved system performance
  • Support the Portfolio Technical Lead in Business Change Management and Benefits Management
  • Support SEA Branch in Technical Engineering review of Price proposals
  • Develop and maintain a component implementation roadmap
  • Raise risks when work within projects or programmes in the portfolio deviate from guidance or may generate failures elsewhere
  • Perform engineering activities and develop proofs of concept to support C4ISR componentization
  • Participate in working groups, conferences, boards and meetings, as required
  • Deputize for higher grade staff, if required
  • Performs other duties as may be required

REQUIREMENTS:

  • A Master of Science (MSc) degree at a nationally recognized/certified University in a related subject (Information Systems, Computer Science or related Scientific or Engineering discipline) and 5 years post-related experience
  • At least 2 years as Programme Requirements Manager related to NATO C4ISR and military IT systems
  • Knowledge of NATO NSIP process
  • Experience with capability level requirements management for NSIP projects
  • Certified Professional on Requirements Engineering (CPRE) certification or equivalent
  • Knowledge and experience applying ISO/IEC/IEEE 29148:2011 -- Requirements Engineering
  • Knowledge and experience applying ISO/IEC 25010:2011 -- Systems and software Quality Requirements and Evaluation
  • Experience with IBM Doors and practical application to Capability level requirements management
  • Experience with Unicom Focal Point and traceability between requirements, products and services
  • Ability to produce technical documentation (e.g. reports and specifications)
  • Previous knowledge of NATO work environment
  • PRINCE 2 certification
  • ITIL certification
  • Prior work experience with the Programme Management and Integration Capability (PMIC)
  • Knowledge of and work experience (at least 2 years) with PMIC (a plus)
