Job Purpose:
‘Prevent’ is a part of the Government’s Counter – Terrorism Strategy, ‘Contest’.
The Prevent Partnerships and Dialogue Officer will carve out opportunities to create better dialogue between the Local Authority and community groups. Building upon existing relationships, they will establish greater transparency and understanding of the Prevent Programme.
This role is offered on a fixed term contract until 31st March 2020

Principal Accountabilities and Responsibilities:

1. Ensure effective delivery of the Local Authority’s Prevent Engagement Strategy, establishing and maintaining strong relationships with key stakeholders and community based organisations.

2. Work with community based partners to better understand the counter – terrorism threat picture. Providing them with the understanding to recognise vulnerabilities that might make individuals susceptible to violently extreme ideologies

3. In conjunction with community partners, design Prevent programmes and events that are relevant to the Brent community.

4. Updating training and support requirements through the production of generic and tailored materials.
5. Lead on community development sessions, workshops and on- going Prevent themed events

6. In conjunction with community partners, aim to recognise and manage risk and increase awareness of safeguarding issues relating to the Prevent Strategy and radicalisation within Brent

7. Allocate and manage resources in line with objectives and ensuring efficiency and best use of resource

8. Lead on the design and commissioning of future Prevent projects related to Community Engagement

9. Set up and be responsible for a Community Reference Group, holding regular meetings where members can act as a sounding board for Prevent local delivery

10. Produce reports and recommendations that are based on reliable and accurate information

11. Produce, regular monitoring and evaluation reports, briefings and presentations for local and central government leadership

12. Support the Prevent Team in all outreach engagement activities and ad – hoc team tasks as required.

13. Where appropriate, support or lead on wider regional and sub-regional Prevent activities related to Community Engagement

14. To work effectively and sensitively in a complex area

15. To attend out of core business hour meetings, including weekends, as required

16. Safeguarding is everyone's responsibility and all employees are required to act in such a way that at all times safeguards the health and well being of children and vulnerable adults.

17. Carry out duties with due regard to the Council’s Customer Care, Equal Opportunities, Information Governance, Data Protection and Health and Safety policies and procedures.

18. Undertake any other duties commensurate with the general level of responsibility of this post.

Knowledge and Qualifications:

Essential - A solid understanding of the Prevent Strategy and the radicalisation process
Essential - An understanding of extreme groups, how they operate and their messaging
Essential – An understanding of Hate Crime and the impact on communities
Essential - Knowledge of partnership working across sectors. In particular between the charitable, voluntary and faith based sectors
Essential - The ability to work independently, with an understanding of the decisions that fall within the remit of the role
Essential - Experience of engaging with hard to reach people/groups
Essential - To hold current Security Clearance, or willing to undertake the process
Desirable – formal Project Management qualification, or Project Support experience
Desirable - Experience of running focus groups with communities groups
Desirable – Understanding of current affairs and how it might have an impact on those vulnerable to radicalisation
Desirable – additional language/s

Experience:

Essential - Experience of working with community groups and proven experience of collaborative project work

Essential - Experience of community engagement with hard to reach groups and organisations
Essential - Experience of working with community and voluntary sector organisations, including the charitable and faith based sectors
Desirable - Experience of providing support in a project focused environment

Skills and Abilities:

Excellent verbal communication skills
Excellent written communication skills
Excellent IT skills (Outlook, Word and Excel essential)
Ability to balance commitments to ensure that deadlines are met
