Contracting Assistant (NCIA Brussels)

The Contracting Assistant is responsible for all contractual matters relating to the competitive and sole source procurement process including drafting, coordination and release of solicitations, evaluation and analysis of bids,discussions with bidders and award of contracts  in accordance with the Agency’s procurement procedures for IT and C4ISR products and services for the actions assigned by the Chief of Contracts.

Other duties:

• Coordinates and liaises with contractors to ensure compliance and timely performance of contract tasks;
• Performs all contractual matters as stipulated above for software intensive contracts and software framework contract- Performs contract administration tasks including processing changes and amendments, settling claims and termination actions;
• Acts as a contract signatory agent for the General Manager on procurements up to Level C;
• Deputizes for higher grade staff

Experience required:

• At least five years’ experience in a procurement, business or financial activity
• Knowledge of competitive and sole source procurement procedures, price analysis techniques, contract law, contract administration and industrial practices
• Ability to work responsibly and independently
• Experience in automated data processing tools
• A good understanding of software license principals, terms and conditions in general
• Prior experience of working in an international environment comprising both military and civilian elements
• Knowledge of NATO responsibilities and organization, including ACO and ACT
• Active NATO Secret security clearance
• Able to work in the EU
