Contract Term: until July 2019 with possibility for extension to March 2020

As Head of Delivery, you will: 

  • Be accountable for the strategic planning and end-to-end agile delivery of a programme vision and roadmap, leading a major product area through all phases of an ongoing development lifecycle
  • Work in partnership with the Head of Product and Principal Architect providing passionate, committed leadership, and direction setting to teams working on a complex product or service
  • You will manage and develop a talented team of delivery managers and other roles. You will be co-accountable for product area finance, recruitment, definition of offerings, strategic planning and scenario planning, support models, options exploration, governance, continuous improvement of products and practices, and consistent and incremental delivery of Business Cases.
  • You will collaborate and engage with users, stakeholders and teams across government. 
  • We work in a fast-moving environment where priorities frequently change and you will be responsible for anticipating, balancing and managing change that comes from government priorities, policy, user research findings, data and learnings from the development process. 
  • You will represent your product and your team, and communicate plans and progress through various channels including blogs, demos and conferences as well as being accountable to senior management and stakeholders across government.

 

 

You’ll have:

  • The ability to manage complex products and services that are being discovered, defined and delivered by multiple teams, which have high technical and/or political risk 
  • Experience of leading, and continually improving, the development, release and provision of service of digital products using proficiency in scaled lean/agile management methods and techniques 
  • Familiarity with setting, monitoring, managing and reporting costs, budgets, plans, forecasts, progress, risks, benefits and programme KPIs 
  • A track record of understanding, managing and communicating between complex stakeholder groups, using influence and awareness to balance key priorities. An ability to appropriately communicate and advocate both direction and change. You’ll also have experience of commercial, supplier and dependency management. Ensuring commercial contracts and suppliers are held to account for their timeliness, value and quality 
  • The ability to drive delivery momentum and to solve issues and unblock problems - setting sustainable pace whilst ensuring teams are working towards delivery commitments 
  • A thorough understanding of the variety of disciplines involved in digital delivery, including engineering, service design, product management, performance analysis and user research developed through working in multi-disciplinary teams 


It would be great to also have:

  • An ability to form, collaborate with and lead senior teams (which include roles such as Head of User Research and Head of Architecture) to deliver a high level strategy, coupled with an ability to get
  • The ability to be comfortable with uncertainty, accountability and with being the escalation point for internal and external issues 
  • The ability to challenge and improve disproportionate organisational processes where these impact the pace of a team. Motivation to influence and make positive changes to the organisation.
