At Dstl, our Counter Terrorism and Security Division (CTS) has a huge impact. We use our expertise to provide exceptional security for the nation. 

Our Group Leaders (GL) lead the lab’s core capability contribution to the National Security Strategy, MoD customer base and our Other Government Department work based around the Energetics capability. The GL heads a group of people (c.140) now based at PTN following the recent Helios relocation and is responsible for ensuring the stewardship, development and delivery of capability (internally and externally) in-line with the Programme plans, capability development plans and DST’s Science and Technology Strategy. With a people and capability focus, the Group Leader champions high standards of people management, continuous professional development, innovation and exploitation. A strong people management and safety ethos is required. 

Energetic Technologies Group (ETG): 
Conducts R&D and technology assessment towards future energetics capability development and to support equipment procurement, operations and threat assessment. Provides instrumentation support to trials, the capability to manage, store and transport items containing explosives, and development of pyrotechnic flares. 

In this role you will: 
• Set and communicate capability direction for the Group 
• Ensure capability for delivery by: 
o Ensuring a safe, secure and resilient working environment through appropriate Risk Assessment and provision of sufficient staff with appropriate skills and competencies to meet programme requirements. 
o Ensuring all legislative and regulatory requirements are met 
o Leading Group capability planning (people, relationships, infrastructure, knowledge, licences to practice) linking to relevant programme plans to meet current and future business needs (0 to 5 year horizon) 
o Ensuring appropriate relationships with suppliers through effective partnership working and contract management 
o Assurance of capability within Group and the Supplier network, including safe secure and resilient ways of working. 
o Designing a set of capability Teams which meets demand and minimises gaps and overlaps 
o Succession planning and developing future leaders 
• Financial performance for the Group/cost-centres (recoveries, utilisation and discretionary spend) 
• Support other Group Leaders in jointly achieving Dstl’s strategic objectives and performance targets. 
• Champion high standards of people management, continuous professional development, innovation and exploitation. 
• Have direct line management of typically 6-10 Team Leaders (TLs) 
• Create a positive and inclusive working environment that aligns with Dstl Principles, champions diversity and enables staff to excel 
• Maintain a highly visible presence within the Division and promote high levels of staff engagement 
• Implement Dstl's policies and processes and ensure compliance with the Management System 
• Receive project mandates from Programme Managers, undertaking the provisional complexity and risk assessment to support appointment of the initial project team 

You will have:
Direct management of c8 Team Leaders. 
Indirect management of c140 staff. 
Budget/cost centre management of up to £12m. 
Partnership working with Programme Managers, Fellows, Functions and specialists (internal and external). 
Partnership working with relevant industry, academia, other Government Departments and international partners
