Applications are invited for the post of Financial Analysis Lead.

The College of Policing was established in 2012 as the professional body for everyone who works for the police service across England and Wales. Its purpose is to support everyone working in policing to reduce crime and keep people safe. Working in the finance team within the College offers a unique opportunity to blend the benefits of working in a central government organisation with such an important purpose, but one that also has a significant commercial outlook. The Finance team plays a key role in influencing College strategy and facilitating its success. This will only continue to grow in the future, with the continuing need to ensure value for money for the tax payer. This role will play a significant role in this, through smarter analysis and planning, coupled with developing innovative solutions to complex challenges.

Working as part of a 19 (FTE) finance team and reporting into the Senior Finance Business Partner, this newly created, hands on position is a great opportunity for you to structure your own role whilst helping to shape and develop a strong financial analysis and reporting culture within the college. You will be responsible for leading on all financial analysis and reporting matters including, modelling for key financial challenges; Generation and delivery of financial information to the organisation; provide financial planning support to enable effective decision making by key budget holders and finance staff; input into the colleges' commercial strategies aligned with increasing commercial income (currently circa £17mil).

In addition to the above this role will also act as a key stakeholder in the implementation of the forthcoming ERP system replacement, in which facilitating the effective implementation of the system through agile working in challenging timeframes will be paramount.

In applying for this position, it is essential that you are a qualified (CCAB, CIMA or equivalent) accountant with strong experience in developing financial models and conducting complex financial analysis. The ideal candidate will also have sound understanding of corporate governance working to regulatory / control frameworks. You will need excellent stakeholder management skills, the ability to persuade and influence senior stakeholders with confidence. Excellent organisational skills to manage multiple projects simultaneously and first-rate written communication skills is also a must.

Additional information and eligibility:

This role is offered as a 12 month secondment to serving police officers and police staff at the rank/equivalent rank of Inspector who have their chief officer's approval. Chief Officer's approval must be of NPCC rank, i.e., CC, ACC or DCC. Approval for secondment must accompany an application.

Police officers and police staff applying for a secondment opportunity must have a current vetting level of recruitment vetting (RV) as a minimum.

As this role is offered as an internal secondment to those working for the College of Policing and the wider civil service, please note you will be required to obtain the written permission of your line manager prior to submitting your application. This role is also offered as a fixed term appointment for 12 months.

Temporary promotion is available for those colleagues who are directly employed by the College only.

If this post is London-based, the salary range will be: £40,284 to £46,823 working 36 hours per week.

If this post is nationally based, the salary range will be: £34,644 to £40,580 working 37 hours per week.

New entrants are normally appointed at the pay scale minimum for their grade although there is some scope for negotiation based on skills and experience.

Existing staff should note that, if successful, their salary on appointment would normally be determined by applying the College's usual salary progression rules. If the appointment is on level transfer, your substantive salary (excluding any allowances) will remain unchanged (unless it exceeds the maximum stated within the College pay band) and unless the successful candidate's current salary is below the relevant College grade minimum. If the appointment is on temporary or substantive promotion, the successful candidate's salary will be increased by the appropriate promotion percentage or moved to the relevant College grade minimum, whichever is the greater.

This post is open to UK nationals, Commonwealth citizens, EEA nationals of other member states and certain non-EEA family members. There must be no employment restriction or time limit on your permitted stay in the UK. You should normally have been resident in the United Kingdom for at least three years, and in some cases five or even 10 years, preceding your application due to the requirement to have a checkable history for security vetting purposes.
