The Candidate

 

We are seeking an experienced Contract / Procurement Specialist. The ideal candidate for this key role will be used to liaising with and providing expert advice to senior stakeholders within NATO, the MoD, civil service, the wider armed forces or a related defence organisation.

 

The role

 

Role responsibilities: 

 

 

 

·         Lead on all contractual matters in the competitive bidding process in accordance with the NATO and Agency’s procurement procedures;

 

·         Drafting, coordination and release of Invitation for Bids (IFB), evaluation of contractual content of bids, pre-negotiation discussions and contract award 

 

·         Ensure a sole source justification is obtained for sole source contracts;

 

·         Ensure that adequate cost and pricing information is provided and analysed, negotiating a fair and reasonable price;

 

·         Coordinating and liaising with contractors to ensure compliance and timely performance of contract tasks;

 

·         Performing contract management and administration tasks including processing changes and amendments, assisting with the settlement of claims and termination actions;

 

·         Providing high quality and timely contribution to ACQ and NCI Agency reporting;

 

·         Keeping the Principal Contracting Officer informed of issues and concerns;

 

·         Perform negotiation on contracts relating to system development and IT in general;

 

·         Attend meetings on contractual topics and provide advice to Project Managers;

 

·         Possess and apply solid contracting rationale throughout dealings with contractors and project managers

 

 

 

The opportunity 

 

This is an exciting opportunity for a highly organised and pro-active Contracts/Procurement Manager to take up a pivotal role in supporting the NCIA. As an integral member of the NCIA team, the incumbent will be very much a trusted advisor to the team. This opening would suit someone that enjoys working in an autonomous environment that has been involved in the procurement of communication systems, hardware and support services. The location of this role will be in Belgium.

 

 

 

Minimum Requirements

 

 

 

·         Extensive knowledge of international contracting matured in either an international environment or at national level

 

·         Sound knowledge of C4ISR and IT acquisition practices to include implementation and service outsourcing contracts

 

·         Ability to work independently in a high pace environment

 

·         Sound business judgment

 

·         Extensive contract administration experience coupled with significant contract competition practices background

 

·         Knowledge of contract finance management principles

 

·         Fluency in English and the ability to effectively write business correspondence in English

 

·         Proficiency with office software tools to include MS Office Suites

 

·         Knowledge of project management basic principles and practices

 

·         Willingness to contribute to integrated team work

 

·         Citizen of one of the NATO nations

 

·         Ability to work and remain in the host country unassisted

 

 

 

Minimum Requirements

 

 

 

·         Vocational training at a higher administrative level in a relevant discipline, or equivalent combination of qualifications and experience;

 

·         Confident in Microsoft Office applications including MS-SharePoint;

 

·         Extensive experience in progressively more responsible administrative jobs;

 

·         Autonomous worker;

 

·         Ability to take initiative and a flexible approach;

 

·         Excellent organisational skills and ability to handle a large volume of work in an efficient and timely manner;

 

·         Excellent command of spoken and written English with a proven ability to communicate effectively orally and in writing;

 

·         Experience in events organisation and coordination;

 

·         Working in an international environment comprising both military and civilian elements;

 

·         Citizen of one of the NATO nations;

 

·         Ability to obtain & maintain a NATO clearance;

 

·         Unlimited right to reside and remain in the host country.

 

 

 

Desirable skills

 

 

 

·         Bachelor's Degree in a related discipline

 

·         Knowledge of NATO
