Investigating Officer – Professional Standards 

Hindlip, Worcestershire 

Permanent  

Part Time (14.8 hours per week working on Monday and Tuesday)

The main purpose of the role is to investigate criminal allegations, complaints and conduct matters in respect of Police Officers, Special Constables and Police Staff. 

Main Responsibilities:
To act as Investigating Officer in covert criminal, complaint and conduct investigations, gathering intelligence, debriefing intelligence sources, obtaining telecoms and other data and arranging covert surveillance. Exercising designated Investigating Officer powers.

To act as Investigating Officer in overt criminal, complaint and conduct investigations. Including gathering evidence, obtaining witness statements, obtaining technical data, conducting criminal (in accordance with PACE) and misconduct interviews and serving formal misconduct notices.  Exercising designated Investigating Officer powers. 

To plan days of action including briefings, obtaining and executing search warrants, conducting premises searches under other PACE powers, seizing and securing property / evidence ensuring the safe storage and entry onto the property management system. 

Prepare criminal case files (to MG standard) in order to obtain CPS advice and progress through the criminal process to Court. Liaise with the CPS and legal departments. 

To prepare confidential reports and correspondence for gross misconduct complaints and conduct matters, including the preparation of case files for gross misconduct hearings and meetings. 

To provide support at misconduct hearings including the preparation of files and providing support to witnesses and liaison with chief officers. 

To act as disclosure officer under the Criminal Procedure and investigations act 1996 making decisions relating to the relevance of unused material for disclosure to the CPS. 

To provide professional and expert advice to senior officers and colleagues in respect of complaints and misconduct matters.  

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required. 

Experience/Skills:  
A sound understanding of the complaints and misconduct regulations together with the IPCC statutory guidance.  

A good understanding of PACE, RIPA and disclosure rules relating to criminal investigations.  

A thorough understanding of the criminal law and investigative and forensic techniques. 

Significant experience in an investigative and analytical role. 

Experience in the preparation, interpretation and presentation of comprehensive reports and documentation. 

Proven ability to analyse, assimilate and record complex information, interpret and apply legislation / policy and make informed recommendations and decisions. 

Proven investigative and interviewing skills. 

Excellent oral and written communication skills, the ability to communicate with officers and staff at all levels. 

Competent in the use of information technology including Microsoft packages, NSPIS, Centurion and Alliance systems.

The ability to work to strict deadlines whilst working under pressure. 

The ability to demonstrate and maintain the highest standards of integrity whilst undertaking challenging criminal and misconduct investigations. 

Special Conditions:
A requirement to work outside of normal office hours. 

Extensive travel throughout the alliance area. 

Exercise the following powers designated under the Police Reform Act 2002: -

Search Warrants applications. 

Access to excluded and special procedure material. 

Entry and search after arrest. 

General power of seizure. 

Access and copying in the case of things seized by constables. 

Arrest at a police station for another offence. 

Power to transfer persons into the custody of investigating officers. 

Power to require arrested person to account for certain matters. 

Extended powers of seizure.
