Role Summary 
The EI Supervisor is a new role within the NCA and will sit within Intelligence Directorate. The Equipment Interference Supervisor will lead on delivering support to all Equipment Interference activity within the NCA. 

Background 
Following the introduction of the Investigatory Powers(IP) Act 2016, the NCA are required to apply for associated warrantry to deploy Targeted Equipment Interference (TEI) techniques. Enabling activity to deploy said techniques also falls under the IP Act, but can also be authorised under previously established legislation such as the Police Act 1997 and Regulation of Investigatory Powers Act (RIPA) 2000. 

The Intelligence Directorate are the main providers of TEI techniques, however, tasking requiring these techniques may come from any Operational department within the NCA and other National Agencies or Police Forces. The ever increasing pace of technology requires applications for TEI warrants to be assessed as technically accurate and up to date. It has been recognised that there is a requirement for the NCA to employ TEI subject matter experts. 

Key Responsibilities 
The key roles of the TEI Supervisor are to: 
• Manage technical TEI warrantry support through leading on interaction with NCA Authorities Bureau, Legal Branch, Confidential units and tasking teams. 
• Advise the Director General NCA and Senior Authorising Officers in reference to technical aspects of TEI warrantry, data handling and disclosure. 
• Advise the Investigatory Powers 
Commissioner’s Office on NCA TEI activity. 
• Manage TEI Coordination throughout the NCA. 

The role also requires managing the TEI tasking process, identification of TEI trends and opportunities, lead on liaison with National Agencies to de conflict activity, lead on support to inspections and audits of NCA TEI activity and briefing on aspects of TEI process to relevant staff. 

You may be expected to work directly or indirectly in tackling child sexual exploitation and abuse. This may involve exposure to child sexual abuse material. You should consider the sensitive nature of the work before deciding to apply. 

All officers working on or supporting this type of operational activity will undergo a psychological assessment on taking up the role and at regular intervals once in post. 
By applying for this role you are confirming that you are willing to work on child sexual exploitation and abuse operations. 
To be considered, you will need to successfully complete SC clearance before commencing the role and DV clearance within the first 12 months as part of your probation period. 
You will also be required to undertake a mandatory pre-employment substance misuse test and achieve a satisfactory result. 

Person specification

Experience Criteria 

You will be required to provide a statement of suitability (maximum of 250 words per criteria) relating to the following criteria: 

• Experience of Equipment Interference techniques and modus operandi, ideally including an ONC in a technology related subject. 
• Proven experience of leading a team working to tight deadlines within a dynamic operational environment. 
• Proven experience of management of sensitive intelligence and it’s onward dissemination. 
• Excellent communication and influencing skills including proven experience of briefing to board level management.
