The Property, Procurement and Security Directorate's (PPSD's) mission is to maintain, enhance and protect the Bank's environment and to provide excellent services for Bank staff. In addition to maintaining and securing the Bank premises, PPSD has responsibility for delivering a c£11mn property investment portfolio, business continuity, health & safety, events, facilities (switchboard, help desk and reception), catering, cleaning, post and travel whilst ensuring value for money is achieved in all Bank wide procurements.

The Bank exists to ensure monetary stability and to contribute to financial stability. PPSD ensure that the infrastructures required to support the Bank's critical functions are maintained and enhanced.

The Operation and Maintenance section is part of the Property, Procurement and Security Division in the Bank of England. The Division is part of Central Services and is responsible for the facilities management of all of the Bank's estate including; Threadneedle Street and 20 Moorgate in London, The Printing works at Debden and the cash distribution centre at Leeds. It also manages a variety of leased satellite facilities throughout the country. The operation and maintenance teams at each of the major sites provide a comprehensive breakdown and maintenance package using both in-house and outsourced specialist engineering services. Each team has a variety of technical resources and artisans including electrical, mechanical, plant and construction trades and apprentices.

Department Overview
The Maintenance Section is led by a Building Manager. Each site has a Mechanical and Electrical (M&E) Engineering Team that reports to the Building Manager and is responsible for the operation and maintenance of the facility's infrastructure. The team includes Engineers and Assistants that deliver planned preventative and reactive maintenance.

Job Description
As an Engineering Technician, you will be a highly experienced and capable artisan responsible for undertaking routine, planned and reactive maintenance and repair of plant, equipment and building infrastructure relative to the specialism. You will be responsible to the Team Leader for the management of his/her own and subordinate staff workloads

Your responsibilities will include:
  • Delivery of planned preventative maintenance as allocated for self and team ensuring all work is completed to a high standard and on time
  • Undertaking emergency response to reactive maintenance in line with service level agreements
  • Identification and assessment of any infrastructure in need of replacement or nearing end of life
  • Working alongside project teams, contractors and in-house resources to deliver maintenance and project work
The Engineering Technicians will be established artisans that have significant post qualification experience in a minimum of one of the following disciplines:

  • Electrician
  • Building Services Engineering
  • Mechanical Engineering
  • Plant Engineering
  • Heating Ventilation and Air-conditioning (HVAC)
  • Qualified to a minimum of City & Guilds level 3 Technician or equivalent.

Role Requirements
Essential Skills

A secondary qualification in an alternative discipline will be an advantage plus knowledge of building service systems and installations that include:
  • Electrical distribution and stand-by generation
  • AHU maintenance
  • Air conditioning
  • Compressed air
  • Boiler plant
  • Chilled water plant and water treatment
  • Hot and cold water systems
  • Building management systems (BMS)
  • HSE legislation
  • Computerized asset maintenance management system's (PPM management Concept system)
  • Safety Rules & Procedures
  • Passenger and goods lifts
  • Portable appliance testing
Desirable Skills
  • An industry recognized qualification in Health and Safety procedures such as NEBOSH would be an advantage

Initially, you will be required to work 7 hours per day Monday to Friday (inclusive). However, the Bank's Property, Procurement and Security Directorate is currently reviewing its staffing model. You should be aware that changes to the work pattern may be made as a result. You will also be required to work some evenings and weekends to undertake essential work that cannot be undertaken during normal working hours.

This specific role offers a base salary of £31,500 - £37,500 (subject to experience and skillset)

The total package also includes:

  • Membership to the Bank's pension scheme (non-contributory, career average). Option to take home up to 7% additional cash
  • A discretionary performance award based on a current award pool and target award of 10%, with a maximum potential award of 25%

  • Private medical insurance and income protection insurance
