We are currently recruiting for a Senior Test Specialist (Mechanical, Weapons Discharge/Handling System) based at our Victoria, BC office. This is a full-time permanent position (37.5 hours per week) and will report to the Head of Commissioning, Canada.
The principal tasks and responsibilities include:
  • Ensure safe operation of all plant and processes to ensure continued safe operation within the limits of operation
  • Conduct assigned engineering activities in accordance with the Victoria In-Service Support Contract (VISSC) Performance Statement of Work (SOW) and Extended Docking Work Period (EDWP) tasks
  • Conduct submarine mechanical systems equipment performance, commissioning steps inclusive of maintenance and operation of High Pressure Air, Hydraulic, Weapons Discharge and Weapons Handling Systems,  installation check, welding pressure and system boundaries test, system flush, etc.

  • Provide on-site inspection and oversight capability relating to the Submarine systems such as but not limited to: platform systems, high pressure air hydraulics, firefighting, air purification and safety related systems, equipment and components,
  • Carry out the role of Test Director (i.e.: co-ordinate, supervise and conduct Commissioning Group testing) and liaise with the customer to ensure assigned tasks meet delegated requirements
  • Perform key leadership role at Plan of Tomorrow (PLOT) meetings
  • Inspect, test, calibrate and commission systems and equipment in accordance with (IAW) authorized documentation
  • Carry out fault diagnosis and propose corrective solutions
  • Coordinate and supervise submarine maintenance and repair activities on platform and weapon discharge/handling systems
  • Raise, process and implement Test Forms, Change Notices and Order Sheets to support the above activities
  • Perform maintenance and set-to-work submarine weapon magazine systems and equipment of similar designs to Royal Navy submarines
  • Provide expertise in the refitting, operation and maintenance of various UK-built submarines as a mechanical section head
  • Liaise with the On- site Management Team (OSMT), EDWP Materials Team, EDWP Mat Cert Team, VISSC Production Team and VISSC Systems Engineering Team to ensure consistent approach to testing while providing report to the Head of Commissioning on any inconsistencies or anomalies
  • Ensure comprehensive hand over is carried out daily with opposite shift Senior Test Specialist (STS) to reflect accurate state / progress of testing and safety interfaces on-board the vessel
  • Responsible for the Occupational Health and Safety (i.e.: WorkSafe BC, Babcock Procedures, Seaspan Safe Work Procedures and VISSC CG Functional Procedures) of all direct reports or those temporarily assigned to be under supervision
  • Attend Joint Test Groups (JTG) when required and Test Documents for authorization and evaluation through the JTG
  • Deliver expertise to assist with overhaul and maintenance of submarine ship systems' mechanical techniques, rebuild and commission submarine mechanical systems
  • Conduct other duties as reasonably assigned from time to time
Job qualifications and requirements include:
  • Completion of post-secondary training curriculum in mechanical engineering
  • Significant training and experience (minimum 10+ years) in the field of Marine Engineering, specializing in submarines operations and technology, in a naval, military environment
  • Minimum 10+ years in the operation and maintenance of all submarine platform mechanical systems
  • Must be able to able register as an AScT/CET or ability to transition as AScT/CET
  • Minimum 10+ years' of demonstrative work experience and knowledge in maintenance, testing and setting to work in submarine mechanical systems, specifically Technical maintenance sections, weapons discharge and handling systems, high pressure systems, submarine fire prevention, submarine escape systems, damage control equipment and air purification equipment
  • Extensive work experience in installation, construction, integration, service requirement, commissioning and operation of submarine system equipment
  • Proven knowledge of engineering principles and submarine construction, layout designs, stages of submarine deep maintenance and capability upgrades
  • Extensive experience within mechanical systems on a submarine, including pneumatic systems, hydraulic systems, hull equipment and mechanics, pumps, motors, steering, etc.
  • Minimum 5+ years' experience in management and leadership role with strong communication and people management skills
  • Strong client focus in understanding and interpreting project requirements
  • Proficiency in scripting technical reports, operating documents and manuals on high pressure air, hydraulic and platform systems subjects
  • Ability to work as part of a team as well as work alone to deliver assigned work items
Security:
  • Candidates must be eligible for a Level II Canadian Secret Security Clearance, Federal Government security clearance to the Enhanced Reliability level, International Traffic in Arms Regulations (ITAR) and Controlled Goods
 
Compensation and Benefits:
 
  • Salary from $82,000 -$96,000 per annum
  • Discretionary performance up to 10%
  • Coverage of fees to register as a AScT/CET
