The Candidate

 

We are seeking an experienced and knowledgeable Contracts manager. The ideal candidate for this key role will be used to liaising with and providing expert advice to, senior stakeholders within, NATO, the MoD, civil service, the wider armed forces or a related defence organisation.

 

The role

 

Role responsibilities: 

 

planning, drafting, negotiation, award and administration of contracts; providing support to Project Managers; drafting of acquisition strategy on project/s; lead on all contractual matters in the competitive bidding process; establishes Bidders’ Lists, drafting, coordinating and releasing of the Invitation For Bid, evaluation of contractual content of bids; conduct of pre-award discussions and award of contracts; ensures a sole source justification is obtained for sole source contracts and deviations; negotiates a fair and reasonable price and for the establishment of contracts; signs contractual documents; coordinates and liaises with contractors and other stakeholders; performs contract administration tasks; provides high quality and timely contribution to ACQ and NCI Agency reporting Deputises for higher grade staff.  

 

The opportunity 

 

This is an exciting opportunity for a highly organised and pro-active Contracts/Procurement Manager to take up a pivotal role in supporting the NCIA. As an integral member of the NCIA team, the incumbent will be very much a trusted advisor to the team. This opening would suit someone that enjoys working in an autonomous environment that has been involved in the procurement of communication systems, hardware and support services. The location of this role will be in Belgium.

 

Minimum Requirements

 

academic qualifications combined with the demonstration of particular abilities or experience of relevance to this post, or with a military experience in a related subject; experience at a significant level of responsibility (e.g., Contracts Manager, Procurment Contracting Officer) in performing contracting functions including the award and administration of high value contracts for complex systems level acquisitions; Significant experience with, and a thorough understanding of, competitive and sole source procurement principles and practices, negotiation skills, cost and price analysis techniques, contract law, contract administration and industry practices; Ability to work independently with minimal supervision directly with a project manager on a complex, large systems level acquisition ; Proven ability to communicate effectively orally and in writing with experience in providing presentations and briefs to upper management; Experience in use of automated tools (e.g. Enterprise Resource Planning, Financial systems); Citizen of one of the NATO nations Ability to work and remain in the host country unassisted  

 

Desirable skills

 

Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline in a related subject (Business, Law or Public Administration) Knowledge of NATO
