Training Support Group (TS) is one of five business areas operating as a commercial P&L account within MASS. TS provides a broad range of training consultancy and support services to Defence, civil authorities and the commercial sector in the UK and overseas.

Job Purpose

Provision of an Exercise Planning /Support Capability to Joint Warfare (JW), Joint Forces Command and Provision of Technical Support Services to the European Union (EU) Operational HQ (OHQ) Operation ATALANTA under the direction of the Head of TS.

Primary focus is the direction and management of these projects and other associated projects based at Northwood and/or using the Northwood-based project teams.

Secondary purpose is supporting the planning, development, and delivery of these projects and in particular JW exercises and the successful delivery of CIS to the EU OHQ through close coordination with the relevant JW and EU staffs. Key output is the successful delivery of Projects within budget.

Key Responsibilities

Project Management Capability
•Provide a pan-Northwood lead Management function in support of the Head Training Support to ensure effective delivery of specified projects.
•Conduct all relevant reporting, accounting etc in accordance with MASS BMS.
•Support planning and reporting requirements to clients and contracting authorities (TSSP/JW/EU OHQ).
•Manage Resourcing Plans for all Northwood Projects in consultation with the clients (JW & EU OHQ).
•Conduct support to wider MASS tasks as required

Task Planning Capability
•Provide MASS interface with JW and EU at senior level.
•Coordinate and support exercise planning with the relevant JW military Ex Planning Team Leader.
•On the ground management and support of specified exercises and events.

Client/stakeholder management
•Flexible day-to-day response to meet customer’s capability requirements.
•Negotiate changes to project support tasking to meet customer requirements within budget and contractual obligations.
•Expectation management to ensure customer is aware of limits of capability provision and tailors his requirements accordingly.

Business Development
•Responsible for identifying opportunities for business development for TS and MASS as a whole.
•Proactive and responsive to prospective and current client requirements.
•Representing TS and MASS more widely at industry events and trade shows to grow existing contracts and create new business leads and contacts; this may include overseas travel.
•Keeping abreast of issues affecting the TS market and collecting business intelligence.
•Presenting MASS to potential clients through direct communication in face to face meetings, telephone calls and emails.
•Provide detailed costing input to bids.
•Negotiate with client within DOA.
•Liaise with other Business Areas on Business Development opportunities as appropriate.

Other
•Undertake learning and development activities as agreed with line manager.
•Exploit opportunities to keep up to date with area of expertise/profession for example, background reading, meetings with SMEs, attendance at seminars.
•Undertake other duties and tasks that from time to time may be allocated to the job holder that are appropriate to the job.
•Comply with all relevant internal rules, policy and procedures, including those relating to Health and Safety, Data Protection, Anti-Bribery and all those contained within the issued Employee Handbook.
Security
•Ensure all MASS Northwood staff are aware of and comply with the relevant MASS/Client security instructions.
•As a member of TS, be aware of, and adhere to, all the relevant Security rules applicable to the relevant project including application of the HMG Security Policy Framework including JSP 440 and the relevant Security Aspects Letter, Company policy, and the Business Management System across the Business.
•Attend all relevant security briefs and sign to acknowledge that you have received and understood the respective rules and regulations.
•Ensure that any security incident involving government classified information is reported to the contracting Authority through the TS and/or MASS Security Officers

This role will have line management responsibility for the MASS Joint Warfare Support Team (JWST)/EU OHQ staff. The role reports to the Head of Training Support.

Education/Qualifications/Training
• Security clearance. SC Essential, DV desirable.

Specific Experience

Required
•Experience at senior level (OF4/5/6) of joint warfare/exercises.
•Military service and staff experience (preferably Joint as opposed to single service) at SO1 or above level.
•Hold psc(j)

Desired
•Previous service in an Exercise planning appointment.

Abilities/Skills/Knowledge
•Strong customer/stakeholder relationship management skills.
•Capable of direct problem-solving, with ability to generate ideas and solutions.
•Ability to use own initiative.
•Extremely well organised and with the ability to effectively prioritise tasks.
•Ability to work collaboratively as part of a team using excellent leadership and communications skills.
•An effective and experienced people manager.
•Strong communication skills, written, oral and presentational.
•Good understanding of exercise processes.
•Experience in the application of Command and Control technology.
•Computer literate. Experienced user of Microsoft Windows and Microsoft Office products, especially EXCEL and particularly MS Project, Outlook, Word, Visio.
•Experience of Risk & Change management desirable
•Knowledge of commercial management desirable
