SCOPE OF WORK:

Interim Geo-Spatial Intelligence System (iGeoSIT) is a client/server web application that provides situational awareness through geo spatial capabilities by combining digital maps, satellite imagery and aerial photography with static and dynamic operational theatre data which is projected as overlays on top of the geo spatial context.

The software is based on Commercial off-the-shelf (COTS) framework, which has been constantly adapted to address operational requirements. iGeoSIT server implements an Open Geospatial Consortium (OGC) Web Map Service (WMS) which provides the capability to “fight from the same map”. iGeoSIT supports the NATO Vector Graphics (NVG) standard from both consumer and provider capabilities. iGeoSIT Client consumes OGC WMS and KML services, expanding interoperability with other systems like ArcGIS Web Services (provided by NATO CoreGIS). iGeoSIT includes native interfaces to multiple NATO, National and public standards and data sources.

The purpose of this document is to define requirements for an experienced Support and

Training Engineer in order to support the iGeoSIT team. The consultant shall formally report to the

Situational Awareness (SA) Service Owner (as Task Order officer) and work under the direct supervision of iGeoSIT System Manager.SCOPE

TASKS

  • Train military staff in operational environment on NATO Functional Systems, especially iGeoSIT functional and system administration functions
  • Produce training materials (e.g. PowerPoint, student manuals and training dataset) using MS Office Products and functional systems
  • Perform system administration including NCI Agency lab maintenance in a Microsoft Windows Server environment
  • Carry out in-depth system troubleshooting, fault finding and analysis of system malfunctions
  • Support sites, remotely or on-site, to operate, install, monitor and maintain the assigned systems, sub-systems or assets
  • Perform technical site surveys for sites to be installed
  • Perform system deployment and software installation (remotely or on-site)
  • Monitor system performance and resolve system problems to ensure that systems remain operational and keep the stakeholders appropriately informed on the system status
  • Document appropriate actions to enable system administration and troubleshooting
  • Analyse and track deficiencies and change requests to the software baselines in the NCI Agency tracking systems (ITSM, Trac)
  • Perform software testing or other relevant Quality Assurance activities for new baselines
  • Report performed support and test activities through formalized reports and/or informal emails
  • Produce or review system documentation and technical standard procedures
  • Provide knowledge transfer to other team members
  • Perform other duties as may be required in the area of support and testing

REQUIREMENTS:

  • The Support and Training Engineer will hold a university degree at a nationally recognised/certified University in the related discipline (technical subject with substantial Information Technology (IT) or Computer Sciences subjects). A Master of Science Degree is recommended for the level defined as “Service Support Contract Level 2” or higher

Exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities, civilian/military qualifications or experience of interest to NCI Agency

 

  • The Support and Training Engineer will demonstrate, as a minimum, 24 months (within the last 3 years) relevant experience in a systems support or software engineering post; with a background in Training and System engineering and knowledge in the following areas:

- Training military staff in operational environment on NATO Functional Systems

 

- Microsoft Windows Server and Windows Active Directory environment installation and maintenance

 

- System and Web-based applications troubleshooting and fault analysis

 

- Service Oriented Architecture and associated tools (e.g. SOAP UI, Fiddler)

 

- Creating and reviewing system documentation and status reports,

- Software testing and other Quality Assurance activities in the software engineering domain,

- Virtualised environments (e.g. Hyper-V, VMware).

DESIRABLES:

  • Experience in installing and supporting NATO FASes especially iGeoSIT (MCCIS, LC2IS, AirC2IS, ICC or NIRIS is a plus)
  • Knowledge on Open Geospatial Consortium (OGC) standards
  • Experience in Network communications and protocols including TCP/IP and DNS
