The Facilities / Contracts Officer is an important role in the CNC as it has a direct influence on the organisation’s compliance with legal obligations and ensuring value for money and fit for purpose accommodation.

KEY RESPONSIBILITIES

·         Ensure that non-pay/salary related spend satisfies the Government’s Transparency Agenda requirement of Value-for-Money and meets the appropriate standards in terms of openness, probity, propriety transparency and control. 

 

·         Manage risks associated with procurement, facilities and estates within the organisation’s risk management framework.

 

·         Represent the Estates Manager when they are not available. This would be with both internal and external parties.

 

·         Ensuring health & safety, security and environmental compliance within the facilities and building maintenance processes.

 

·         Professional management, end-to-end, of projects to ensure compliance with due process. This will include scoping requirements, production of evaluation schemes, evaluating tender returns and award of contracts putting contract in place and managing the relationship with service providers.

 

·         Maintain appropriate organisation rules for CNC Facilities Management.

 

·         Delivery of a professional procurement and facilities advice service to all stakeholders. This will deal with both commercial and non-commercial contractual arrangements, including the management of the tendering process so that it complies with EU legislation and organisational rules for procurement activity.

 

·         Contribute to the evolution of the Constabulary’s commercial terms and conditions, policies and working practices.

 

·         Professional management, end-to-end, of projects to ensure compliance with due process. ·         Maintain appropriate organisation rules for CNC Facilities Management.

·         Contribute to the evolution of the Constabulary’s commercial terms and conditions, policies and working practices.

 

·         Identify where improvements to facilities management processes can be made. Disseminate best practices that reflect the CNPA and Governments guidelines, policy and procedures.

 

·         Provide professional advice in managing facilities and contracts and framework agreements, including ensuring performance through monitoring, reviewing and benchmarking the suppliers.

 

·         Research and identify potential areas of supply for new contracts and framework agreements. Negotiate with suppliers and award agreements subject to approval by the Estates and Facilities Manager.

 

·         Provide professional support and advice to project teams and CNC staff on a range of contractual, service level agreements and estates and where appropriate take the lead on those issues.

 

·         Provide proactive support and expertise to Project Managers and handle the contractual/procurement aspects of projects. Provide expertise and support to successfully manage, plan, negotiate, evaluate and deliver projects in line with organisational expectations.

 

·         Work innovatively with all CNPA stakeholders to develop the timely delivery of high quality procurement and estates initiatives and services.

 

·         Make professional recommendations to support key contractual that will be required by the organisation to make important contractual decisions.

 

·         Maintain facilities maintenance timetable.
