TASKS

  • Assisting the Finance Functional Lead (FL) during the detailed design of the financial accounting of projects and services as executed by the Agency
  • Assisting the Finance FL in maintaining the action Log and managing the open actions
  • Assisting the Finance Business Change Manager (BCM) in respect to Data Cleansing, including formatting and augmentation for the Financial and Project accounting modules
  • Assisting the Finance FL and the Finance BCM to map the business process changes against the current business processes
  • Assisting the Finance BCM in amending the current SOPs to capture the business change
  • Assisting the Finance BCM in the preparation of the test scripts
  • Assisting the Finance FL in the validation of the test scripts
  • Assisting the Finance BCM to prepare the super users for the testing
  • Assisting the Finance BCM in the preparation of the training material
  • Assisting the Finance BCM and the Finance FL in the preparation of the cut-over plan

Enterprise Business Application must deliver an International Public Sector Accounting Standards compliant single Core Transactional System to support the following 5 functional areas: Finance, Acquisition, Project Management, Asset Management and Human Resources. The System should seamlessly integrate with other business administration tools in use by the Agency.

REQUIREMENTS

  • Extensive experience in ERP implementations, preferably Oracle: the particular approaches of implementing standard software systems in complex organizations such as NCI Agency, the need to integrate other source systems (such as MS-EPM), migrate data from existing legacy systems (e.g. PeopleSoft) and Oracle and deal with scope control and change management;
  • Experience with communication and document streams (design documents, progress reports delivery schedules, risk evaluations) in an ERP implementation project; within the own functional teams (in this case Finance); between the own functional team and the other functional areas (HR, procurement, asset management, project planning); within the project teams internally (PM, Project Exec, Change Board) and externally (the implementer);
  • Familiar with the particular aspects of an ERP implementation within a live environment which is the result of the merger of different business entities, with their own business processes, systems and cultures which are still not fully aligned;
  • Familiar with the complexities of migrating from legacy systems to a new environment whereby the new environment needs to integrate with existing feeder systems and where historical data and open items need to be migrated from the old into the new system.
  • Experience in Oracle eBS for the Financial Modules and for Project Accounting;
  • Familiar with Finance in general (general accounting functions such as GL, AP, AR, Inventory and Asset Accounting, Budgeting and Commitment Accounting) and Project and Cost Accounting in particular;
  • Familiar with Finance in a public sector environment, although the accent at NCIA is more related to the private sector practices;
  • Familiar with the links of Finance with other functional domains such as HR, procurement, logistics, project planning and management.
  • Familiar with system integration and data migration;
  • Familiar with master data management;
  • Communication skills: both oral and writing need to be very strong to make sure that the stream of documents and messages between the various project teams runs smooth and efficient;

Stress resistant: since these kind of projects tend to create tensions between individuals and teams, all team members need to possess a healthy dose of stress resistance;
