0.1.1.Recognized PM or service qualifications such as PRINCE 2 Practitioner (or equivalent); Project Management techniques, i.e. based upon PMI Knowledge Areas; Management of Risk (MoR), Agile (for PMs of software intensive projects), ITIL Foundation
0.1.2.Knowledge and experience in managing medium to large Cyber Security or cryptographic procurement projects
0.1.3.Recognized track record in dealing with stakeholders, understanding their needs, problems, and requests, and proposing constructive ways ahead
0.1.4.Proactive attitude in seeking and maintaining trust from stakeholders
0.1.5.Proven ability to communicate effectively orally and in writing with good briefing skills
0.1.6.At least 7 years' experience in managing complex C4ISR projects or 5 years' with an advanced university degree (equivalent to Master's)
0.1.7.Experience in project management of acquisition projects, non-acquisition projects, and/or software intensive projects
0.1.8.Experience in supervising and managing middle sized project teams


2.1.Management of medium to large cyber security and cryptographic procurement projects within agreed time, cost, and scope/quality limits
2.2.Takes full responsibility for the definition, approach, facilitation, and satisfactory completion of medium-large scale projects (typically with direct business impact and firm deadlines).
2.3.Identifies, assesses and manages risks to the success of the project
2.4.Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders, consistent with the methods in use (agile, waterfall, etc.)
2.5.Ensures quality reviews occur on schedule and according to procedure
2.6.Manages the change control procedure and ensures that project deliverables are completed within agreed cost, timescale, and resource budgets and are signed off
2.7.Provides effective leadership to the project team and takes appropriate action where team performance deviates from agreed tolerances
2.8.Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution
2.9.Seeks to fully address client needs, enhancing the capabilities and effectiveness of client personnel by ensuring that proposed solutions are properly understood and appropriately exploited
2.10.Collaborates with and facilitates stakeholder groups, as part of formal or informal consultancy agreements
2.11.Identifies, evaluates and recommends options, implementing if required
2.12.Supervises teams and individuals (a middle size project team containing subject matter experts and specialist consultants (up to 15 people))
2.13.Allocates routine tasks and/or project work
2.14.Provides direction, support and guidance as necessary, in line with individuals' skills and abilities
2.15.Takes part in setting the quality and performance criteria
2.16.Makes sure information is share constantly and effectively as this is critical for the success of the project
