Business Change Lead
DESCRIPTION OF DUTIES
Ensuring that the interests of the Sponsoring Group/SRO are met by the Programme;
Obtaining assurance for the Sponsoring Group/SRO that the delivery of new capability is compatible with the realisation of expected benefits;
Working with the Programme Manager to ensure that the work of the Programme, including the scope of each Project, covers the necessary aspects required to deliver the products or services that will lead to operational benefits;
Working with the Programme Manager to identify projects that will contribute to realising benefits and achieving outcomes;
Identifying, defining and tracking the benefits and outcomes required of the Programme;
Ensuring that maximum improvements are made in the existing and new business operations as groups of projects deliver their products into operational use;
Leading the activities associated with benefits realisation and ensuring that continued accrual of benefits can be achieved and measured after the Programme has been completed;
Establishing and implementing the mechanisms by which benefits can be delivered and measured;
Taking the lead on transition management, ensuring that business as usual is maintained during the transition and the changes are effectively integrated into the business;
Preparing the affected business areas for the transition to new ways of working;
Optimising the timing of the release of Project deliverables into the business operations;
Working with the Business Change managers appointed in each NCI Agency Organisational Unit, mentor them, and help them define their change activities in order to ensure benefits are realised; and
Other activities as required in order to successfully lead the Agency business changes associated with NATO IT Modernization, the roll out of Oracle ERP, construction and movement to new facilities in three locations, and other programmes.
Conduct other duties as required by the EPgM in order to achieve successful programme outcomes.
At least 10 years of experience in planning, selling, implementing and leading business change in large scale IT organisations.
Proven senior leadership skills.
Minimum of a bachelor degree.
Must have at least five years in senior leadership positions requiring communication and interaction with the highest levels of executive management (senior management board levels).The individual must have demonstrable experience leading and mentoring distributed teams in business change.
Outstanding communications skills, demonstrated ability to formulate strategy, translate this into specific plans and argue successfully for the adoption of proposed way ahead.
Exceptional decision making ability.The individual must exceptional ability to listen to all stakeholders, understand their views and perspectives, and formulate options and take decisions that while not agreed 100% by all stakeholders will be found acceptable, understood and supported.
An ability to comprehend, analyse and identify the important issues, at a high tempo.The timelines are short and the scale of the changes needed are anticipated to be exceptionally large.There will not be time to everything all at once, so the ability to identify the important aspects and prioritise these and postpone where necessary will be essential to success.

Proven ability to identify, manage and mitigate business change risks.
Must have an active Secret clearance or NATO clearance.
