Biometric Data Manager
*Biometric Data Manager - up to £460/ day (via umbrella solution) - 14 month contract - Kent*
Security Clearance: Must already hold an ACTICVE SC clearance due to the nature of the post.

The Biometric Data Management team, part of the Forensic Exploitation Group is heavily reliant on a number of Communication and Information systems to deliver its day-to-day work. The role will involve managing these systems and refining and improving where possible within these applications to meet changing demand.
An essential part of this role also involves providing leadership within the Biometric Data Management team in their primary activity processing large volumes of biometric data received as part of support to operations in theatres of operation across the globe. Providing direct support in this area is necessary to consolidate understanding of the evolving details of the systems.
Key tasks and deliverables:
*To provide specialist network and information technology capability in support of the secure transfer of large amounts of biometric and other data both within Dstl and to our partners.
*To provide technical quality assurance to ensure that data is being used appropriately and adhering to policy, technical and ethical agreements
*Act as a UK DEF Team Subject Matter Expert on use information technology, hardware and networks.
*Assist in the preparation and maintenance of standard operating procedures for a number of activities performed by BDCS staff, maintain own training and train others where required.
*Create, when required, daily reports of new data, exporting the data and uploading to external fingerprint databases.
*Process, when required, responses from each database using keyword searching, collating match reports of interest and producing a timely summary for Theatre.
*Report technical or procedural issues to the Team Leader in a timely manner; liaison with IT service providers where necessary
*Liaison with Theatre to report urgent matches or discuss technical issues.
*Provide detailed technical assistance to other parties (SPSCM, PJHQ) , where required to assist in new areas of development (BLADE, TBED)
*Assist with uploads of anonymised biometric enrolments to UK exclusion databases where required.
*Provide general assistance to the Biometric Data Management Team and to the Identity Intelligence Team where required.
*Produce and maintain Privacy Impact Assessments and Biometric Information Management Plans
Essential skills and experience:
*Applied experience of Military and Civilian networks at all levels of classification
*Applied experience of MS Office products (Word, Excel, PowerPoint, etc)
*Applied experience of handling and quality assuring large volumes of data.
*Applied experience in enforcing data protection compliance
*Practical knowledge of quality control
*Good level of communication skills both formal and informal in particular the ability to explain and discuss technical issues to a wide range of audiences
*Proven record of attention to detail
*Membership of appropriate learned society or evidence of working towards professional status
Desirable skills and experience:
*Knowledge of the Counter-Insurgency or Counter-IED domains
*Knowledge of IT and communications security within Government
*Experience of leading/managing support to operations
