A Project Manager is required to define and implement business processes, and supporting the procedures for the operating model. Responsible for working with the Authority stakeholders to map out the processes, including the development of change process and establishing the required artefacts necessary for the authority to manage project and programme assurance. Each role will also contribute to delivery of best practice including the implementation of P3M good practice.

Responsibilities
Start-up CA +3 - 6 months, including the following:

1. Support the establishment of an effective Contract Management process, including project artefacts and data analysis
2. Work with PM Change Management to establish information data requirements for capturing customer needs, benefits and business rules, requirements and proceed to contract processes, this is a collaborative process with the Authority, e.g. Work shopping approach
3. Support the development of the BM transformation and induction processes by ensuring that the operating processes documented and aligned across the P3M functions for use by new member during induction
4. Support the roll out of PM operating procedures, tools and templates model and processes and procedures are implemented consistently in line with the project aims and objectives
5. Develop planning artefacts to support the development of the programme and provide, via skilled and capable teams, consistent robust planning, monitoring & control support at project and programme levels

Transition CA +7 - 33 months, including the following:

1. Roll out the new processes and operating model, work with key stakeholders to achieve a whole system approach that captures and manages changes in an agile manner
2. Support the roll out and implementation of the programme best practice tools and techniques and team with the required capability to meet agreed objectives
3. Develop individuals within the planning area to act as a conscience to project / programme managers, providing analysed and relevant information relating to the quality, cost schedule and risk such that projects / programmes are appropriately managed and successfully delivered
4. Ensure project / programme planning and scheduling is performed to a standard that is appropriate to support Earned Value Management (EVM)
5. Ensure that data that is delivered is fact based, data driven and robust enough to withstand internal / external scrutiny

Education/Experience
Required Skills & Abilities

* Understanding of project management methods and processes at a Prime Systems Integrator capability level for Tactical communication System design, development, deployment and operation
* Understanding of Change Management
* Understanding of Managing Successful Programmes (MSP) and P3M
