Adelphi Services Unit manages the Home Office's enterprise resource planning (ERP) system and associated Business Intelligence (OBIEE) system. These enable finance, HR and procurement services, providing all staff and managers with the ability to complete a variety of tasks quickly and online. This single ERP platform delivers value for money and a consistently good level of service to staff. Most HR, finance and procurement services are available to staff via employee and manager self-service. Adelphi Services is currently engaged in a major transformation project as part of the HM Government's Next Generation Shared Services Strategy. This will replace our current ERP system with a "Software as a Service" offering. The Technical Architect Lead role will work with suppliers to ensure the correct architecture is being purchased and deployed on the project and it aligns to Home Office Digital principles.
Key tasks and deliverables:
*Manage technical architectural decisions involved in the migration of Adelphi to Oracle Cloud: This includes:
oParticipation in and influence of technical architecture design including Platforms, Mobile, Desktop Integration, Interface Integration, Security and Assurance.
oBe Subject Matter Expert in Cloud architecture for Oracle PaaS and IaaS technologies including, IDCS, PCS, SOA, JCS and ODI
oPresent Home Office Adelphi project PaaS strategy and technology to HO DD&T design authorities.
oLead technical discussions on PaaS that include topics such as enterprise features, integrations, frameworks, programming languages, continuous delivery, DevOps and cloud native applications
oAssurance of data migration approach and reconciliation
oParticipation in the design of the service centre shared services platform considering service channels, scanning and offshoring requirements.
*The Technical Architect Lead will also support the training of a Lead Civil Servant alongside so that contract resource is not required after the programme has delivered.
Essential skills and experience:
*Experience working with integrated and dis-aggregated service environment models
*High level of technical knowledge of Oracle HCM and Financials Cloud applications and integration orchestration tools as technical architect or solution architect, covering the following key modules:
oOracle HCM / Payroll / OTL/ OLM, Performance & Talent/iRecruitment / CX Service / EPBCS / OTBI / DRM
oIntegration and Orchestration / SOA CS/ MFT CS / DBCS / PCS / JCS / ODI
oBI Cloud Service using OBIA integration
oCX Service Cloud Portal / Scanning / Knowledge Base / UCM
oSecurity and Audit and integration with IDCS d) External Interfacing with 3rd party applications Kronos / HMRC / BACS / Bulk Printing / Pension providers / External Catalog punchout
*Ability to work across organizations to put together solutions
*Understanding of Security technologies (SSL, TLS, IPSec, authentication, etc
*Experience working with enterprise datacentre architecture and operations
*Ability to grasp cross departmental Digital agenda and establish key dependencies with other workstreams
*Excellent analytical, communication and stakeholder engagement skills
Desirable skills and experience:
*Strong understanding and experience in both Waterfall and Agile software development methodologies.
*Knowledge of document management and scanning solutions that integrate with Oracle cloud services.
*Strong track record of delivery within major projects and programmes at a national level ideally government.
*Knowledge of other PaaS technologies such as AWS, Azure and Cloud Foundry
*Understanding of the processes to take a design through transition to live.
*Experience working with Central Government Departments
*Experience in liaising with Oracle product development teams to resolve identified project gaps and issues.
