Project Manager (Risk & Opportunities)

Key responsibilities:

The Risks, Issues and Opportunities Project Manager are responsible for supporting the Authority in the development of a project / programme risk management process that supports the successful delivery of the programme. In particular introducing best practice project methodologies in the proactive collation, review and mitigation of risks, opportunities and issues to demonstrate the effectiveness of the project.

Start-up 3 – 6 months

  • Work with the programme PMs to establish the risk and opportunity operating system in line with the overall aim of the programme
  • Establish the programme , Authority, GD-UK and shared risk database, review and assessment process 
  • Establish Risk Management reporting system with the objective of driving cost and schedule performance
  • To address common weaknesses, introduce best practice awareness communication as part of induction   
  • Establish ARM baseline risk plans for the programme

Transition + 7 months

  • Contribute to the definition of P3 solutions, playing a leading role in the design and definition of Risk and Opportunity Management
  • Develop and review risk management stakeholders to ensure effective engagement
  • Review and measure effectiveness of the risk management system against P3M level 3
  • Implement ARM programme system review and reporting system and feed into the programme common dash boarding
  • Support the reporting of risks, opportunities and issues to senior management, encouraging engagement and pro-active management to minimise costs and project disruption / delays
  • Support the team reviews to encourage a proactive culture that supports the aims and objectives of the programme
  • Provide tools, techniques and process improvements with the appropriate metrics to estimating duration, risk management systems and provide reliable interfaces to the finance system


  • Detailed understanding of Risk, issues and Opportunity Management methods and processes at a Prime Systems Integrator capability level for Tactical communication System design, development, deployment and operation
  • Understanding of Change Management
  • Understanding of Managing Successful Programmes (MSP) and P3M
  • Demonstrable experience of effective project risk, issue and opportunity management on complex projects
  • Experience of implementing and managing project schedules in Microsoft EPM/EPPM
  • Experience of using ARM for risk/issues/Opportunity management
  • Self-Motivated
  • Excellent team working skills
  • Good negotiation and problem solving skills
  • Able to work in ambiguity.
  • Ability to work with individuals and teams
