Our client, the HMRC, are seeking a Project Manager / Technical Lead to work in their CDIO unit based in Boyd House, TELFORD, TF3 4HH.

The contract will run to 01/04/2017 and offer a rate up to £500/day.

Requirement Background

HMRC CDIO is transforming the way we work in HMRC – providing innovative tools and infrastructure to help people work more efficiently and deliver sustainable savings.

The Columbus programme is driving CDIO’s transformation, with a focus on transforming relationships with suppliers ahead of the end of the Aspire IT contract in 2017. It’s also transforming the way we work in CDIO, including our future commercial and operating model for IT, as well as our people and culture.

This requirement specifically is intended to provide all aspects of project management for the technical, service management and estates stream of HMRC – including scoping, planning, reporting, managing RAID and the respective assurance

Key Tasks and Deliverables

Contract Finalisation

•           Support (with the HMRC technical, service management and estates leads and SMEs) the Preferred Bidder in their drafting of their technical/estates documents.

•           Work with the Preferred Bidder and the HMRC technical/estates leads and SMEs to develop the detailed Transition plan for the technical/estates solution.

Post Contract Signature

•           Manage the HMRC Transition technical, service management and estates work stream to support Suppliers in understanding what is needed in all areas of the service to finalise their plans, design, build, testing and rollout, such that no unreasonable risk is posed to the business on service transition.

•           Work with the Supplier, incumbents and the HMRC technical/estates experts to agree an integrated Transition plan for the technical/estates solution.

•           Manage the review and approval of the Supplier’s technical, service management and estates deliverables and milestones.

•           Manage the technical, service management and estates transition plan with the Supplier including monitoring dependencies, reporting on progress and feeding in to the critical path view

•           Provide planning, management, and challenge input to the transition technical, service management and estates project SMEs

•           Control technical, service management and estates project scope and change management

•           Manage internal HMRC technical, service management and estates risks and issues.  Work with Supplier in management of external technical/estates risks and issues.  Escalate where necessary.

Post Contract Signature

•           Manage further technical implementation projects

•           Approved Supplier Solution and operating model approach.

•           Approved Business Continuity and Disaster Capability plan.

•           Agreed architectural deliverables.

•           Approved Architecture documents, for all elements of the Supplier solution.

•           Approved Accommodation solution.

•           Approved Architecture connectivity configuration.

•           Agreed design deliverables.

•           Approved detailed Design documents, (including documents detailing technical interfaces with HMRC) for all elements of the Supplier solution.

Experience Required

Essential Skills:

  • At least 5 years’ experience with technical project delivery within a large, complex organisation
  • Programme – Proven record of managing large complex projects to successful delivery.  PRINCE2
  • Interpersonal skills – proven ability to establish effective working relationships and motivate people in pursuit of delivery objectives.
  • Communications - Excellent communications with all levels of the business and suppliers

Desirable Qualifications:

  • Ideally technical experience of Desktop services

Experience required in:

  • At least 5 years’ experience with technical project delivery
  • Programme – Proven record of managing large complex projects to successful delivery.  PRINCE2

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas cannot be accepted.

This role will require candidates to undertake BPSS (Baseline Personal Security Standard) screening, the governments pre-employment screening standard, prior to starting in role.
