A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. This exciting opportunity would suit a business analyst who is keen to work on one of our flagship programmes of significant size in a fast paced transformation environment.
The main purpose of the role is to act as a Business Partner for the Improve Public Contact & Communications Programme (IPCAC) for all business areas to analyse, scope and shape high level business change proposals and ideas into effective solutions facilitated by the best use of technology. We would like the appointed individual to have practical knowledge of Agile development processes.
To proactively work with Business Leads to identify opportunities where technology systems or solutions can be deployed to improve performance and cost effectiveness.
To provide formal business analysis, analysing and documenting business processes and requirements to fully understand business problems and opportunities and recommend solutions which enable the business to achieve its goals.
To work with Programme and Project managers to define and maintain an overall ICT change programme.
To ensure that the Business architecture for projects is consistent with and contributes to the overall Business and Information Systems architecture.
To support business stake holders in developing Business Cases, Capital Bids and Invitation to Tender Documents.
To act as an interface between business units, technology and support teams.
To work with national bodies, suppliers and other stakeholders to establish commonly used standards, best practice and tools to support the implementation and ongoing development of Business Architecture for Process Design and Business Requirement Analysis.
To ensure that capital and ongoing revenue costs associated with proposed ICT solutions have been taken into account and that identified benefits are realistic and sufficient to justify capital and revenue investment.
Represent and promote the reputation of Warwickshire Police and West Mercia Police and the Enabling Services Directorate at meetings and groups both internally and externally, including the development of appropriate and constructive relationships with relevant organisations and areas of both forces.
To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Business Analysis (level 5) qualification i.e. BCS ISEB diploma in Business Analysis (Information Systems Examination Board) or equivalent qualification
Knowledge of processes and information flows for critical information systems.
Experience in the development of business requirements, capital bid and invitation to tender documents for new initiatives and business changes facilitated by technology solutions.
Significant experience of business requirement analysis and solutions assessment.
Demonstrate a track record of building strong working relationships with a wide range of stakeholders at all levels both internal and external.
Experience of the whole project life cycle.
Commitment to continuous professional development.
Demonstrate the ability to think and operate at a tactical and strategic level
Articulate language skills and outstanding written communication abilities. The ability to communicate effectively with technical and non technical staff and the ability to influence senior staff within all business areas.
Ability to interpret and extract information from a variety of sources, and create well presented, accurate, concise documentation demonstrating attention to detail.
The ability to translate business requirements into technical specifications and definition of requirement documents.
Proven ability in obtaining business briefing information, negotiating and rationalising requirements in line with organisational requirements.
Demonstrable flexible approach to work, high level of self motivation and proven delivery of results and within tight time scales
Demonstrate excellent negotiation, influencing and communication skills.
Knowledge of business modelling tools
High level of ICT literacy including Microsoft Office applications.
The duties of this role requires regular travel throughout Warwickshire and West Mercia
