A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

The main purpose of the role is to undertake project management, including establishment of project aims and objectives, financial management and delivery of ICT Projects and to be responsible for all key stakeholder engagement, and ensure project objectives are tested through benefits realisation process, to aid the departmental and organisational delivery of key strategic projects.

Main Responsibilities:

To undertake Capital Business cases, including whole life costing analysis, ensuring client briefs and feasibility proposals are developed in accordance with project aims and objectives, and benefits realisation analysis undertaken including for establishing project risk logs.

To responsibly manage project within budget, and project programme parameters, being responsible for all decisions on client changes and subsequent alterations to the financial structure within project parameters

To identify and plan resource requirements both internal and external to the organisation.

To appoint and manage consultants and contract resources as authorised in accordance with procurement policies and procedures, ensuring close financial monitoring of such contracts, and providing regular reports on all project matters to Business leads.

To manage, co-ordinate and direct resources assigned to projects on a day to day basis to deliver the projects objectives.

To produce project specific programmes of work, continually monitor and update for reporting purposes. Manage the use of resources and initiate corrective actions where necessary.

To regularly present updates to the Programme Manager and senior management of projects status ensuring that issues are raised in a timely fashion.

To plan and initiate post implementation reviews to ensure future continuous improvement.

To provide professional guidance and specialist advice to the force with regard to all ICT matters.

To develop presentation material to convey technical information to Chief Officers, Command Teams and to partner organisations as appropriate.

To actively engage all key stakeholders, including partner agencies, in the delivery of ICT projects, ensuring compliance with Home Office legislation and statutory guidance.


Educated to degree level or equivalent.

PRINCE2 or equivalent project management methodology qualification to foundation level or  recognised ICT related qualification.

Experience on undertaking Project Management duties for ICT projects to the value of circa £6 million, and the proven ability to run multiple ICT projects, co-ordinate multi disciplinary ICT professionals and achieving project delivery within programme and budget.

Experience of managing teams of professional staff.

Demonstrate experience of the whole project life cycle.

Demonstrate experience of budgetary management.

Demonstrate a track record of building strong working relationships with a wide range of stakeholders – internal and external, eg reporting bodies, senior management, suppliers and contractors.

Ability to interpret and extract information from a variety of sources, and create well presented, accurate, concise documentation demonstrating attention to detail.

Demonstrate excellent negotiation, influencing and communication skills.

Demonstrate excellent organisational/time management skills and the ability to work calmly and professionally under pressure.

Proficient in the use of MS Project software.
