What is a Counter Terrorist Check (CTC) clearance?

Security clearance levels in the UK vary, with a number of different vetting processes to accommodate a selection of needs. One such security check (SC) is the Counter Terrorist Check (CTC) clearance, which verifies an individual is an appropriate candidate to work in an organisation at risk of a terrorist attack.

Why is CTC clearance necessary?

CTC clearance offers a level of assurance that those taking up certain positions can handle sensitive information and are capable of safeguarding national security. This may be because they’ll be working with top level personnel, such as public figures or those in a cabinet office, who could be targeted in a terrorist attack.

Such clearance levels can also be appropriate if access is granted to top secret assets or information that terrorists could find valuable. Anyone accessing places at risk of being attacked unaccompanied should also undergo the CTC vetting process.

Eligibility and requirements for CTC clearance

United Kingdom security vetting clearance is required for many roles in the public and defence sectors. Counter Terrorist Check eligibility relies on a comprehensive list of factors, including: 

  • Nationality
  • Residency
  • Employment history
  • Loyalty, honesty and reliability
  • Blackmail or bribery vulnerabilities
  • Family background
  • History of drug use
  • Financial affairs
  • Political views
  • Foreign travel
  • Hobbies and interests

Candidates must be at least 21 years old to undergo the national security vetting process and have been resident in the UK for a minimum of three out of the last five years. Gaining SC involves in-depth scrutiny, with personal files, staff reports, sick leave returns and security records all taken into consideration.

CTC vetting process: Step-by-step guide

The CTC process can take up to six months to complete and  includes the following mandatory stages: 

  • Baseline Personnel Security Standard (BPSS) - not technically a SC, this entry-level probe uses the Police National Computer (PNC) to screen identity documents and references.
  • Departmental or company records check - to scrutinise personnel files.
  • Security questionnaire - which must be completed by the individual.
  • Criminal record check - for any spent and unspent convictions.
  • Security Service (MI5) records check - for relevant information.
  • Face-to-face interview - to address any unresolved security concerns.

How long does CTC clearance last?

UK security clearance types remain valid for different periods and the CTC lasts for ten years under usual circumstances, but can be reviewed at any time. Renewing a CTC clearance involves some of the same checks as applying in the first place, but having a sponsor within your company to confirm your role, can speed things up.
